I am just curious why there is a Casual Forum, and then also a Casual Subforum in each other format's section. What is the difference between the two? Thanks.

Never let the future disturb you. You will meet it, if you have to, with the same weapons of reason which today arm you against the present.
So the actual Casual forum is only for "playgroup rules" decks? Is there a distinction between a "Type 1 Casual Deck" and a "Casual Deck using Type 1 B/R List?"

The difficulty I find with that is that people who play "casual" now have to go through all of those seperate forums. For instance, I can help people playing any of the formats even if I don't play it myself. If they are playing "casually," it eliminates the knowledge you need to know in order to be competative in a format. Thus anyone can help a Type 2 casual player, not just those who visit the casual Type 2 forums.
My idea is to either put subforums for those formats in the Casual Forum, or to have people just state what format they are playing with in the text of the post.
Any other opinions on this?

Well, my guess is that the Casual forum is made for any casual players (obviously), but these are the players who doesn't play a certain format, i.e. they might throw in a mixture of cards and they don't want to label themselves against playing only against a certain format like the Casual subforums. The subforums are for decks under that format and they play only against those format.
And although the suggestion made would make sense, it may also cause a bit of confusion.

I think that everybody, Casual players included, play under a certain format with their friends, at least usually. For instance, even though I've only ever gone to 1 or 2 tournaments in my life, I still play in the Type 1 format and follow that B/R list.
An example of a problem that could crop up is something that happened today to me. I normally go to the Casual Forum to look for creative deck ideas and to help people out, but I happen to notice in the "most recent post" section on the main forum page that somebody was building an elf deck (my specialty) in the Type 1 forum. I would never have noticed that this thread existed except by some pure chance. It would be significantly easier for me to help as many people as I can if I didn't have to go through multiple forums just to get to them all.
I see little to no distinction between Casual players following Type II and casual players following Type 1, and thus I think they can safely be combined into a single forum. I know many people who can help out equally both types of players, and it would greatly increase the help that these people can give.

I always took it as the casual sub-forums where for decks for a specific format that are not one of the "best" and casual was for decks with no limits, crazy combos, weird formats, ect. I would like the casual subs to be sub forums of both via linkage. What I mean is that you can get to say casual Legacy from either the Legacy section of casual.
Both of your ideas are good. However, having a subforum for each "official" format in the Casual forum is probably too much extra clutter. SapphireTri's idea is excellent in that the Casual subforums in each specific format would be for decks that are meant to be competative, but not yet "proven" decks, and that the casual forums be for decks that aren't built to go to tournaments and win. Is that a fair distinction?

I think there is a key difference you're all missing. Decks listed under the casual listings of a specific format are also meant to compete against decks in that format. The purely Casual format forum is just 'whatever, design a deck'. Each individual other format's Casual (except T1, which shouldn't exist IMHO) allows you to design a Casual deck within the parameters of the format, so your deck can fight [insert dominating deck of particular format]
I interpreted that people who posted their decks in, for example, the Type II Casual subforum, weren't actually gunning for the top Type II decks, but just wanted a deck that followed Type II rules. If so, then Casual players are just as able to help this person as Type II competative players are.
If we make a distinction between decks that are not "proven," but gunning for the top decks in the format (let's call them Develeopmental decks for now) and decks that restrict themselves to a certain format, but are meant to play against their own, private group and/or metagame, which may not be what the Type II competative format looks like at the time (let's call these decks Casual for now). Now, is this difference significant? I think it is significant to seperate the two into different forums. I'm not sure whether the casual subforums in the format sections are meant to cater to the developmental or the casual decks, so I'd like some clarification on that.
Thank you.

Some people prefer structure to their casual... that's really the only solid answer I can give you. The decks discussed in those forums are also simply not made to be competitive tourney decks, whereas the competitive forums house... you guessed it... competitive decks. I'm not a casual player, but that's the best answer I can give you.
Perhaps the Casual subforums should be moved to Casual, and then the Competative forum be split into Developmental and Tournament? Developmental would be for decks that have not proved themselves yet, and Tournament would be for top decks that are proven to be good (a.k.a. "Netdecks"). The Casual subforums might then be merged into a single Casual subforum called "Decks for Critique" where all casual players could post their decks. If they wanted it for a specific format/metagame, then they could mention in their post/title.
Thanks for all of the response so far guys!

Are there any other comments? Can anyone in a position of some power comment on whether this is plausible or not?

Is it really that much trouble to have a subforum that you have to go ranting and raving about it? It's just a couple words that you could simply ignore.
Yes, you could of course clump up all of them together, but at the same time, the Casual Forum is down there for a reason, it's because not many people visit it.
Of course, there's that point that me and Stax brought up. The casual subforums are for a certain format, therefore it will be format specific. Casual is just whatever, they play with whatever they have against any format there is. I just don't see what's the big fuss is about .
