I’m making a Blue/Black/White commander deck where the concept is deterring my opponents from attacking me by punishing them or preventing them from doing so either by getting a benefit myself, hurting them, or just making them pay mana. At the same time, I want to encourage them to attack each other rather than attacking me.

For forcing attacks, cards like Angel's Trumpet can be effective.
I tend to like creature based solutions myself, putting something like Valor in the graveyard can make even token armies a daunting force defensively.
