My idea would be to build it around giving people poison counters and just have Yawgmoth out there being like "Oh are you not going to pledge allegiance to me? You want to die to my little plague?" *Waves a full hand around*
Does he work with undying creatures? You sac the creature as the cost, then the undying trigger goes on the stack, then his ability to put a -1/-1 counter, so the -1/-1 resolves first so it doesn't work? I might be missing a rules thing there.

You are missing that you pick targets before paying. Therefore, doing that would counter the abillity. To get it to work you need two creatures with undying.

"Hail to the speaker, hail to the knower; joy to he who has understood, delight to they who have listened." - Odin
It's possible to do Yawgmoth with almost no creature, and rely mostly on tokens and PWs, plus colorless ones like Karn Liberated and Ugin, the Ineffable.

The Meaning of Life: "M-hmm. Well, it's nothing very special. Uh, try and be nice to people, avoid eating fat, read a good book every now and then, get some walking in, and try and live together in peace and harmony with people of all creeds and nations"
Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
My first though was it will fit in my the scorpion god deck as one of the 99. But with proliferate that is much other fun stuff you can do with it, this feels like a mono black Atraxa, Praetors' Voice with sacrifice theme and included card draw. It would not surprise me if someone tried to make a mono black superfriends deck.

EDH BGU Sidisi, Brood Tyrant - Lurking Zombies. GBG Sapling of Colfenor - Forest Growth and Destruction. RWU Zedruu the Greathearted - Blinking and trading. GWB Teneb the Harvester - Enchantments, you lose life I gain life. RRR Neheb the Eternal - Ping people for mana burn.

Looking at the planeswalker options, on a buget there are not many good choices. There are only about 3 good Liliana walkers in under 4 mana, and two of them are $50+. The rest of the good Lili's are over $10 each. These are on my list of walkers to look for.
Welp he’s here the phyrexian leader himself (well before he became that anyway)
He has a freebie sac outlet for 1 life that puts a -1/-1 counter on a creature then you draw
And for BB discard then proliferate
I mean definately high potential for mono black commander and 99 in several decks
What could we do with him as the commander?
Oh besides blood artist type of cards since that can negate the life cost
Bitterblossom
Dreadhorde Invasion
Font of Agonies
Blowfly Infestation
Crumbling Ashes
Dusk Urchin
Necroskitter
Archfiend of Ifnir
There’s probably a lot of madness/flashback/cycling stuff to do with him.
(U/B)(U/B)(U/B) JUMP IN THE LINE, ROCK YOUR BODY IN TIME
(R/W)(R/W)(R/W) RISING FROM THE NEON GLOOM, SHINING LIKE A CRAZY MOON

WUBRG Some of these decks can actually win games...WUBRG
How I know I should build a deck:

Never ended up reading any of the old novels with yawgmoth in it though. Only mentions of the name. But i gather he's a pretty hardcore character.
Should the deck run urborg, tomb of yawgmoth? seems weird thematically.
Legacy - Solidarity - mono U aggro - burn - Imperial Painter - Strawberry Shortcake - Bluuzards - bom
Thematically, Yawgy doesn’t say no to power.

Looking at all of the cards that pay life for cards, or pay life for creatures, I will be looking of a few life gain cards to offset all my life loss.
Grey Merchant and Kokusho, the Evening Star will be must-haves for me.
