I finally got a taste of commander last weekend and I really enjoyed it, but it was a bit rough playing these amazing decks with a stock precon. I still cant seem to decide on a commander for my own, although I have been leaning hard on [Sek'Kuar, Deathkeeper[/c] or maybe just stick with a precon and modify it (Have plenty to choose from sadly). For now I ordered Reliquary Tower since it was one card I saw get the most use.
Do you have a precon already purchased? If not, try to find Power Hungry (Prossh being the face card) because it has a Sek'Kaur in it. Just move Prossh into the 99 and promote Sek to your general.
Whether you decide to take a precon and improve it, or start from your own concept and find cards to create it, is mostly a product of how experienced you are as a magic player and deckbuilder, and how much time you want to invest. If you're still figuring out the format, it's probably easiest to learn which cards are working and not working as you go, and make replacements.

Whether you'll actually enjoy playing a particular commander can be pretty trial and error. Despite all the decks I've made, I've still had lots of commanders surprise me by being lots of fun when I thought they'd suck, or suck when I thought they'd be lots of fun. I don't recommend sinking a ton of money into a commander without giving it a reasonable test drive first.
As you've just started I cannot state enough how important mana rocks are in EDH. They accelerate you beyond your opponents, although if your meta is competitive, it'll help catch you up. Some are dirt cheap, some are pricey.
One piece of advice if you decide on Sek'kuar, is to go with the Coldsnap printing. Aesthetics is the most important aspect of deckbuilding in commander.
