I saw one thread already going here recently about creatureless Mardu, and it's OP is asking a question along the lines of one I've been having. Spellslinging makes the most since in Izzet colors. Card draw and wheel effects keep your hand full, instants and sorceries abound in each color, its generals usually focus on the playstyle, etc. Thing is I have already built that type of deck, and am thinking of building another spellslinger type deck. The crux is I'd like to not be in Izzet colors, though; maybe something in B would be cool, seeing as it's my favorite color. A few creatures aren't a deal-breaker; mostly I just want to be interactive. Draw cards, remove stuff, affect the board, etc. Any one have any suggestions for generals that fit that sort of playstyle?

I would also add Wort, the Raidmother to that list, but I agree with the sentiment that UR is the color combination that cares about Instants and Sorceries the most. I use Gisela, Blade of Goldnight for her synergy with burn spells in particular, but that is a very special case.
I think a spellslinger tends to refer to decks that establish, maintain, and execute wincons via nonpermanents, or at least play a major role in generating hand/board advantage. Blue is the best color at drawing cards, follow by black, then red and green each has its own more restricted forms of card draw. This of course can be offset by artifacts and lands that draw cards, but generally blue is the best at doing it, which leads to why most spellslingers involve blue.
As long as a deck can consistently draw cards, it can be made into a spellslinger deck. There's another thread about a creatureless Mardu, worth a look.

As for completly different colors.... that is a difficult task. As you've already stated, UR ARE the instant/sorc colors. This makes it tough because most creatures that care about or synergise with instants/sorcs, are Blue or Red.
You can go to Gatherer, type into the search fields "Legendary" "Creature" and "NOT red" "NOT Blue", and it will give you a whole list. If you want to take it a whole step further, you can add the word "Instant" or "Sorcery" in the 'rules text' catagory, to show only ones that mention the word. (I just tried this, and putting in ALL the above conditions, you get 0 results. Sorry /: . There are however, generals that synergise in more subtle ways than just doing stuff whenever you cast an instant or sorcery)
There are a few option in mono black: Toshiro Umezawa: He is all about the instants. Xiahou Dun, the One-Eyed: Since he can bring back any black spell, you can throw around all of the black fireballs you want (Consume Spirit, Drain Life, Profane Command, Exsanguinate) and then repeatedly bring them back to your hand. Maga, Traitor to Mortals: While he doesnt care about spells, he acts as another black fireball that you always have access to in the Command Zone.
I will *reads up* sixth Toshiro. Chaining kill spells is just so satisfying.

I agree with TheEndisNear but to expand with my own experiences.
Non UR Spellslinger decks i have made include, RG (wort), Non-Prosh Jund (look up Spanish Inquisition for ideas), and pretty much any given combination of blue x. UB or UB(x) are amazing at it.
Lots of color combos can make 'eggs' hybrids of spell-slinger work too. GB(x) is really great at using creatures like they are expendable resources/mana sources with stuff like(earthcraft/altars) for a different flavor of spell spamming.
There is no doubt in my mind Mardu spell based decks as highlighted in the op can work in most metas.
I would consider Oona, Queen of the Fae. She provides something valuable to do with extra mana, as well as plenty of chump blockers, two things that spellslinger decks can definitely use. She is also a non-combat win condition in her own right if need be.
