I see people playing Extraplanar Lens and Gauntlet of Power all the time, particularly from Mono-Color, but I have yet to see Vernal Bloom out of a Mono Green. It could also be played in other fetch-heavy Green decks as well.

2. The only issue with Bloom is that it hits opponents as well. Still, it tends to be a solid card for me. It does backfire sometimes though, which is probably why it doesn't come up much in lists. There's enough good one-sided doublers that Bloom is pretty low on the list.
I run it in mono green. I also run Mana Flare in ANY R or X/r deck I run. I like giving the table a boost into the game's sweet spot. It'll also politically keep me on the table longer sometimes.
Green has access to enough mana doublers that you can basically make a big-mana archetype around getting one of them to stick with 5+ lands in play. Vernal Bloom isn't as awesome as some of the other ones, but it's certainly another piece to the deck.
I personally dont like it in my mono green deck. Im not a fan of my turn 4 Vernal Bloom my opponent turn 5 Tooth and Nail. Id rather play Mana Reflection or Caged Sun and not have to worry about my opponents taking advantage of the bonus first.
Of course if your meta is full of non green decks, then this card is awesome as its a 4 mana mana doubler.

This is the exact reason I run it in my mono green deck. It's cheap both budget wise and CMC, and the lack of green in my meta makes this an excellent addition to the deck. Definitely helps when you have large X spells/abilities that you want to get the most out of.
If other people are playing green, then I'll hold off on casting it, but it's really an all star in Azusa. It's my cheapest mana doubler, and if I cast it late game, it can triple my mana for the turn, easily giving me my advantage first.
I don't run any of the mana doublers in my Azusa deck (save mana reflection), so I wouldn't even consider ones that help other people out. My list doesn't require it, as there are many ways to produce buttloads of mana without them and there's even an infinite combo tucked away in there... but only 'cause the cards are fantastic by themselves.
I think people are largely overstating the downside. Unless someone else is playing mono-green, the payoff should drastically outweigh the amount you help your opponents. Similar to the "tempting offer" mechanic, you rocketing ahead by 5+ mana is is stronger than the "free" Sol Ring you give your opponents. Trade Secrets for "just" 4 or 8 cards was still nuts even when it wasn't a collusion-fest.
I rock Vernal Bloom in mono-green and my only regret is that it gets bown up by my own Bane of Progress.
Yeah, I agree that the downside on the other end of the table is minimal here. There is also the element of design choice. If I am running Vernal Bloom it means that my pile is designed to make use of a lot of mana. It's possible that the builds of others aren't as mana hungry. If so, their average curves of <3 won't get nearly as much benefit. Most common case, they will probably play out their hand and be low on relative draw volume. Meanwhile, maybe Azusa has an Eye of Ugin and a sac outlet out, with 20+ mana to Ulamog a permanent away every turn or Kozilek into more gas. Clear advantage.

Gauntlet of Power is for people who aren't running green.
