So right now if you try to generate mana outside of your general's color identity (ie. if you stole someone else's lands or whatnot), it turns colorless. If I play a Coldsteel Heart in my RB deck, nothing in the rules prevents me from naming Blue, which would of course give me colorless instead. If I have say Darksteel Ingot instead, can I still name Blue and use it to make colorless as well?

My understanding is that you produce generic mana if you produce mana outside of your color identity. There is now (and sort of always was) a difference between generic and colorless mana. Which is now being represented in the new block. You can't tap an Island to pay the <> cost on the the new cards you have to tap a source that produces colorless (all old lands and rocks that produce 1 will get errata to produce <>).
I believe cards like Darksteel Ingot will have the ability to produce <>. But that may not be the case since it says "any color" and colorless is not a color. However, if you name a color outside your identity for Coldsteel Heart it will produce 1 and not <>.
At least that is my understanding with the new distinctions.
TLDR; you may only be able to use those rocks to pay 1 costs and not <> costs.

Okay, I see. It's a little bit of a semantics thing but an important distinction.
I think this is a good explanation that straightens out what I was thinking.
Generic costs can be paid with any mana while colorless costs have to be paid with colorless. Based off current rules then, Coldsteel naming a color outside your identity should pay <> costs.

So as long as I'm not running 5 colors, I can use BoP effects to make colorless mana (only in EDH).....good to know, hmmmm.
