I primarily play Standard, but a bunch of guys at my LGS are in to EDH so I thought I'd look into it more. What are some good budget decks to get started with? (budget = pretty inexpensive to put together, as inexpensive as possible).
November 1st you can buy a few precons if you can wait that long. It'd be $150 for the whole set, and would go a ways to help you get to the point. I would recommend buying Izzet vs. Golgari for $20 if you can find a copy, as it contains Niv Mizzet and Jarad respectively with good cards for either deck. A Niv Mizzet deck built around a budget makes for a fine combo deck for about the remainder of perhaps $30 depending on what cards you have available.
Cheapest option: $30 for a precon and be on your merry way. "Long term" get all 5, take all the cards and build two strong decks taking anything out of your collection and the like. That's what I did whenever I first started.

The only thing buying the precons did for me was offer the security that I could play them out of the box if I wanted. Almost two years later, I've yet to play any of the Commander precons I purchased. I've barely mined them for singles. Looking back, I don't regret getting them. However, I quickly discovered that my primary enjoyment in this format was designing my own decks from scratch.

Mono color decks are what I started with and still play.
They are cheaper because you will not need expensive, duel land staples.
Actually, I've found that usually the dual-color decks are less expensive than mono-colored ones. Mono-colored decks usually lack some effects because of the color pie restrictions. They then have to make up for that by adding old and expensive cards that fill in the gap.
Also, adding green to your decks usually makes them cheaper because you can use green mana ramp + basic lands
The longer you've been playing standard the better it is going to be. Just start building something from what you have, if you were like me and had a few thousand cards sitting around from years of playing standard you'll get something easily.
It won't be the best deck. It won't even be good. But it'll be your own deck, and you'll learn how decks work in EDH, and you can then build on it overtime. I've seen some new players develop some disgusting decks from a deck that started as something barely qualifying as better than crap. Once you get the basics down you can then move on to designing much more complicated decks that will require more expensive purchases, but at least then you'll know if you like the format or not.
Also, sit down with the players, and say you're new and not to use their best decks. Usually people will have decks that are a little weaker, and will be more than willing to let a new player join in.

Ok all, I have a question. What are the rules regarding the storage lands from Timespiral? Are they considered multicolored in terms of they have to match your commander's color identity? Ex: my commander is, say, U/R. Would Dreadship Reef be a legal land to put into the deck?

It would not be, because of the black mana symbol printed in the text box. Its color identity is blue AND black. Now a land like Grand Coliseum would be legal because none of the mana symbols are printed in the text box. It doesn't identify with a specific set of colors.

Because of the power level of standard right now, just building a T2 or Modern legal Commander deck is a very viable strategy. You will miss out on some things because of price initially but the longer you play the less this will happen as you trade for more cards and your collection grows.
I agree with the general consensus that running green as at least part of your general's color identity will help since it gives you easy access to very cheap ramp spells that can smooth your colors since most of them allow you to fetch basic lands of any color and some non-basics (such as the shocklands, I'm looking at you Farseek).
What about somethink like the signets from original Rav block? Ex; Boros Signet will add RW to my mana pool. But the card itself is a colorless artifact. So if my commander is U/R from my previous example, would the signet add R and 1 colorless mana to my pool?

Same deal as the land. Essentially speaking if it has the image of a mana symbol that isn't "on color" with your general then it is not legal in that deck. If it says "produces any color" it is fine though.
Edit: That is why Bosh, Iron Golem and Memnarch are legal as red or blue generals respectively even though they are colorless to cast.
