Of course, with a spellshaper as a general you have to have Lightning Greaves.
Sounds like a good idea, though you will still need protection from spot removal besides the Greaves. Maybe Asceticism, Whispersilk Cloak, don't know what else....
Kamahl, Fist of Krosa does a similar job but can hit more that one player and doesn't require tapping or discarding - just the mana. He's also better at just winning. I tried her in the 99 (not as a general) for a while and I found that I didn't like her much.

I well, I was thinking Rings of Brighthearth would make her considerably better. For 5 mana and 2 cards, turn 2 people's lands into creatures during a wrath?
Just having Kamahl out has been enough of a Wrath deterrent to me. Using 2 cards and 5 mana to keep people from Wrathing is okay, but you can get the same effect with 1 card and 5 mana. Nobody likes to lose land.
I run a Jolrael deck, and I find your strategy with her to be interesting. Rather than use her as an anti-wrath blackmail card, I've been using her as a post-wrath win condition. As such, I usually don't summon her until late in the game, post-wrath. I chose her as a general so that I could create a mono green deck that wasn't afraid of board wipe. The idea is to "turbo-land" out forests and ramp the entire game. You still get to play the fun, big green threats and token generators, and you let your opponents worry about how to get rid of them. If they don't, they're dead, and if they do, you drop Jolrael post-wrath and kill them with the lands you've amassed the entire game on an empty board. It's a long-term strategy that works quite well in large games, as you can sit back and ramp, using your threats defensively or aggressively. Either way, you're indifferent to wrath because you know that you can always use your lands as weapons. In fact, sometimes you'll want the board to be wiped to make way for your animated lands. I actually include some board wipe cards myself such as All Is Dust and Oblivion Stone. I still have Kamahl in the deck and, with all my creature search, I can enjoy his strengths as well. Jolrael probably isn't very good as one of the 99, but she is superb as a general with a strategy built around her.
I think I'm going to try casting her earlier in the future and use her as a wrath deterrent like you've suggested and see how that goes. I'm sure she can function as both an anti-wrath protector and a post-wrath win condition. Kamahl can't fill both of these roles as flexibly, so it makes me prefer Jolrael.
Jolrael and Kamahl are the two best generals for mono green in my opinion, so either way you'll get a solid deck that isn't afraid of board wipe. Kamahl is a bit faster and more explosive, so I'd use him if you're building a 1v1 deck. Jolrael is slower and more long-term, so I prefer her for multiplayer where she can survive multiple opponents and come out on top. The two decks share much in common, so you can always switch the general and try both out. Have fun bashing face!
