I'm currently playing the Scepter in a Numot deck. I have 13 total eligible spells including both Muddle the Mixture and Mystical Tutor and thats been working pretty well for me (i.e. the majority of the time that I draw either Muddle or the Scepter I have a relevant spell to imprint in my hand.)
The biggest problem that I have is that getting to that many eligible cards seems to weaken my deck a little in general because of the high density of cheaper/less powerful spells. As an example, I am running Dawn Charm because its decent on its own and pretty good on a stick, but would never have considered the card was I not playing with a Scepter in the deck. That said, the Scepter has also been the source of some blowouts that I wouldn't have had if it wasn't in there, such as imprinting Leave No Trace in a 1v1 game against a Uril, the Miststalker deck.
Isochron is a challenging card to play in multiplayer EDH.
1. It taps to activate, so it doesn't have quite the virulence it has in single player.
2. In EDH, big mana spells are much more playable, and Isochron steers your CC's low. It is doable, but there is some opportunity cost there.
If anyone plays one, I do my best to quietly eliminate that player ASAP before I end up head-to-head with that player.

More directly: without tutoring, I'd say 10-12 decent targets (minimum)
With tutoring: you can get away with only a few targets
