For me, MTG has never been competitive. I enjoy playing decks that people around me say, "did you really just build that" decks. I just bought all the cards necessary to build a deck that has nearly 0% chance of winning. It is my Wall/Divine Intervention deck! 22 creatures - all Walls, 4 Divine Intervention, 4 Counterspell, 4 Disenchant, and 4 Swords to Plowshares. As you can tell, my only point is to draw! I'm thinking about throwing in a Shahrazad for kicks.
That sounds downright frustrating for your opponents, but I guess their goal doesn't change much. They still want to kill you and win, so it's not like you're trolling them too hard.
Most of my weird decks are always going for some bizarre combo or flavor. Like an entire deck dedicated to turning things into sheep over and over again. Or a deck who's sole goal in life is to throw opponent's lands at them (liquimetal coating, bludgeon brawl, ogre geargrabber, and an artifact sac outlet).
So far my silliest is the "cockroach" deck I made that just refuses to die. It uses almost all of the pacts for "free" spells, lich's mirror and platinum angel for late game reset, and angel's grace to prevent game loss. There are other parts to it as well, but the result is something that never gets anywhere close to winning, but just refuses to lose. So.. I guess mine is more trolly when I think about it.
Once I built a deck for large multiplayer that would only boost and buff my opponent's stuff and play things like Font of Mythos. Not a single creature, very little removal...
I have another that uses Alara block sphinxes, lots of artifact mana, and Timesifter, which I've been told is so annoying I'm not allowed to play it any longer.
I actually built an Ink-Treader Nephilim deck. There's no way not to make that silly.
Hmmm.... what else... I have a deck based on Warp World, one based on Donate, a five color Pyromancer Ascention deck, and some other crazy stuff that I'm sure I'm forgetting.
I was forced to take apart my Shared Fate deck. Kudos if you can find a play group that can tolerate that card.
I built a WBR 'Cult' deck an year ago using clerics, human tokens, and control effects to take control of opponent's creatures. Then, I use the excess number of peasants to start riots (like Burn at the Stake), commit suicide (Infernal Plunge), etc etc, until I summon a demon that feeds on them. I also added False Prophet for the sake of it.
I recently built a deck based on Righteousness and Hold the Line. I get out a few Spikeshot Elders and/or Spikeshot Goblins and wait until someone attacks me, at which point I can block, give my creatures +7/+7, and ping opponents for 8 damage at a time. Sunforger pulls out the Righteousness, Hold the Line and Soul's Fire, and in a pinch I can use a Spikeshot dude with a Sunforger for a 5-point ping.
I just rebuilt my Kobold deck. That is one of my favorite all time theme decks because it is awesome dropping 4 zero cost creatures on turn one. Rarely does this deck have any cards left in hand by the end of turn 3.
1) boomerang/remand style mono blue deck with black vise/ebony owl netsuke. i rarely see more than 2 permanents on their field and the game is 20-0. its powerful, but just plain silly to play; i get to play, they don't, so it's not like playing magic at all
4) purely artifact golems deck that powers out high end fatties way faster than expected and some good old colorless board wipe that really messes up your day
I have a deck which is pretty nothing but borderposts, w/ a few other mana sources like Darksteel Ingot. I dro[ a land & pay the alternate cost of the borderpost & return the land to my hand. This goes on for about 5 - 6 turns, confusing the hell out of players. I then play one of the twelve 3 casting cost cascade cards, hitting a Restore Balance. My opponent(s) now lose all of their creatures and lands. I try to make sure at least the smallest hand has 1 card so I won't lose March of the Machines (if I have it) or a tutor card (to get MotM). I then play MotM & swing for a whole lot.
Another deck has nothing but huge fatties that fly & have nasty ETB effects, like making a players life become 10 (great for the annoying life gain decks). The land ratio is purposely small so I can have a lot of fatties in my opening hand. I also have 4 Simian Spirit Guides and 4 Elvish Spirit Guides, to help me hit one of the 6 cascade spells (yes, another evil cascade deck). I'll cascade into a Hyper Genesis, which will drop my hand of huge beats, which then either mauls, or out-right kills an opponent.
To make sure both decks work, their curve only allow spells to cost 3 or more, so the cascade triggers hit the spells that have no casting cost.
There are a lot of great ideas on here but some of these are legitimate combos that are more serious than silly. What I meant was - have you ever taken a card that you rarely see anyone play and found a way to make it useful? Cards/combos that have or could initiate a "I can't believe you just played that crap" or " I can't believe you pulled that off" type of reaction after the game. Have you ever brought an obscure card to life?
Again though... there are some devastating combos on here that I've already researched to build decks around so thanks for the input thus far!
My personally silliest deck combined Archaeomancer + Palinchron + Ghostly Flicker in order to achieve infinite mana. Infinite mana that is pumped into a Mindshrieker because an (admittedly finitely but still unreasonably) large owl is better than just having them draw their library, I feel.
I would feel more guilty if I hadn't learned how2magic as a result of getting thrashed by some jank from Kamigawa that spat out infinite indestructible 1/1s.
It's actually not as terrible as it looks. Took second in an extended tourney (officially extended, but mostly casual) with it back in timespiral days, just by virtue of deathknell kami carrying nightmare lash.

I have a 240 card five color deck that wins with Battle of Wits, Door to Nothingness OR Maze's End. That one is fun to play, but a little unsatisfying when it works.

2) wall deck with surestrike trident. seems pointless, but i'm running glyph of destruction, righteousness, and even Fling. if i've got a dawncharm my wall doesn't die to the glyph, and my opponent usually takes 17+ dmg in a single blocking event.
3) magistrate's scepter + energy chamber + coretapper + power conduit + stuff = infinite turns but if you can't count and keep track of which counters need to go where, you're incredibly confused as to how i got those turns
4) purely artifact golems deck that powers out high end fatties way faster than expected and some good old colorless board wipe that really messes up your day
5) artifact only constructs that get infinitely big using Metalworker + Voltaic construct for infinite mana/untapping and steel overseer
6) brighthearth bannerets + grinning ignus + door of destinies = infinitely large elementals/ infinite mana = usually a win

Thalakos Seer, Zephyr Sprite and Primal Forcemage in play.
Attack, no blocks on the evaders. Sakashima Student ninjutsus in over the Seer as a copy of the Forcemage. I draw a card and it's a 5/5.
Ninja in a Shinobi Mistblade on top of the Sprite. It's a 7/7 and I return a creature to your hand.

Actually built a Shadow/Horsemanship deck once. It was SO trolly putting them together.
My all-time favorite probably has to be my buddy Matt's deck that ran Scornful Egotist followed by Homarid Spawning Bed and then...BOOM. Pretty insane.

The main issue being the small supply of boosters I get. Would be a cool way to open boxes though.
Harvest Wurm 64 was my favorite.

EDIT: You know what, I take that back. My absolutely silliest deck was built around Enduring Ideal with Solitary Confinement being fed with Squee, Goblin Nabob that eventually made me immortal using Dovescape and Humility. I won by turning all lands into swamps then using Karma.
I got to play the deck ONCE. It was pretty awesome.
