I have 4 of each shockland, that doesnt mean I would run 4 of each. I wasn't really sure about posting this in the Modern area because even though I want this to be Modern legal and it is similar to the decks they are running, I am still just going to be playing this casually at least for now anyway.

No fetchlands, huh? That can make things more difficult, but not impossible. Based on your curve, you need access to black first and foremost. Then you need access to green and, after that, red. You want B on turn 1, then either BG or BR on turn 2. The GG on turn 3 is going to be the hardest thing to work in, since you will more than likely have the single-color combinations already covered.
This is a rather impromptu, untested manabase, so I cannot vouch for its efficacy. I made it up on the spot, so take it for what it is. I think 2 Llanowar Wastes instead of Dragonskull and Copperline would help with landing Finks on turn 3 more often, but most people don't like painlands.
It ran straight mountains, but the hybrid colours of the deck would align it more with Jund's colours. You might consider something similar, using your preferred 2-drops and 1-drops. I would NOT suggest Tattermunge if you went that way. Jackal Pup or Goblin Guide would better serve you.
If you're looking to go uber casual, consider a 5-cc dragon in place of Demigod. Perhaps Voracious Dragon if you run lots of little good goblins--the Guide, Shusher or others--or Tarox Bladewing, who can get bonuses off of multiple copies of itself, just as Demigod can (provided the Demis are in the grave).

Jace was an awesome character and the neo-walkers seem like they will be a good concept given what I read in Agents of Artifice.

I don't have the Punishing Fire combo in here (but do have the cards) because I think it's a little too cute and not really effective.
I don't know what to do for the mana base. I have 4 of each Shockland, Scars lands, and M10/Inn Land but no Sac lands.

A deck that runs 1 Dark Confidant is casual.
A deck that runs 4 of each plus BBE and Kitchen, is definitely not casual.
Based on this, Blackcleave Cliffs should be a 4 of. This helps you cover black on your early turns and color fixes. After that, you should go with 4 Woodland Cemetery. Next would be 3 Overgrown Tomb, 2 Blood Crypt, and 2 Stomping Ground. Finally, 1 Copperline Gorge, 1 Dragonskull Summit, 3 Swamp, 3 Forest and 1 Mountain should round things out.

IDK, Jund is the most expensive deck in the format, so I'm not so sure about a $200 budget...
