I think you should have some sac outlet, like Plagued Rusalka to keep using Orzhov Pontiff. Also you can use some cheap bounce like Boomerang, so you can reuse Pontiff or even deal with some early threat.
Since Pride of the Clouds is not a legendary creature, i think you should run 4x.
I don't like too much on Augustin, i guess its too slow for your deck, so it's control comes too late (even more if you're facing winnie decks), as well as Oathstone Giant.
A card that i do like very much on this deck is Teysa, a great removal outlet, you should run at least 1 more of her.
Instead of Reverence, you should run Teferi's Moat, perfectly fit for your deck. (Since you can deal with the bird's token)
Too many non-creatures for a Dovescape deck. Either put uncounterable stuff in there (you still get the tokens) or add creatures with similar abilities.
I guess 15 are ok, If he does the changes i suggested, Dovescape won't bother him, since more birds = improved power. So, the great deal here is to improve the quality of the non-creature spells (Dovescape is a very late card), so while he's being able to keep playing non-creature cards, he will do fine.
I couldn't find any Split Second or uncounterable card that worth be in, just because it can go though. (Maybe Wipe Away, but there are better cards to play right now.)

One combo my friend does is Aether Flash with dovescape, as all of there non-creature spells will get countered, while they don't get anything in return. And you proceed to bludgen them to death, and they don't get out of the lock unless they run creatures that kill enchanments when they come into play.

Halted -- The only thing I dont like about the Plagued Rusalka is the black activation since I'm only splashing black at this time, but a definate maybe since it gives me an early body.
Soulcatcher is basically the same as the pride of the clouds I dont like the aerie since it helps my opponent out also if he manages to hold on to a token.
Grand Arbiter Augustin IV is in there mainly for accell the opponent slow down is an added bonus. He reduces Dovescapes cost by 2.
I really dont like the Teferi's Moat since it doesnt help me with the tokens and at 5 mana I should hopefully have a dovescape out.
I thought about battle screech but cut in in favor of other cards.

I guess killing your own tokens with AEther Flash is not the best route to take or Teysa will be not a great card. (But if you still want take that way, use Engineered Plague)
I guess the main problem of this deck is beatdown match ups, that way Dovescape won't help you, and you have no answer in your sleeves except for 3 Wrath of God. For that, Teferi's Moat is the right answer. I don't believe in Tokens being the major threat for you.
For Grand Arbiter Augustin IV, it seems a little way out focus. You'll be speedin' just 1 turn your Dovescape, so i guess you'll be losing slots using it (take note that Dovescape is NOT your win condition, just will be a control condition against control decks)
About Battle Screech i agree, it won't do any much for your deck, this 2 tokens will be subpar ones.
Now, talking about Soulcatcher's Aerie, certainly it effects your oponent either, but to use that, you'll need some skill, being prepared with the right answer, like Pontiff. And if you have to face next turn, if you didn't killed already the foe, some beef tokens, Teysa is there for you (take note that killing their beef with Teysa will be beefing your birds as well). Anyway, just play this, if you feel safe to use, otherwise drop in favor of other cards.

Other common cards on Birds theme is Soulcatcher and Soulcatcher's Aerie. (Both excellent)

Parapet is far worse than Soulcatcher's Aerie, exchange that.
Another card you can look at is Battle Screech.

Mageta the Lion instead of 1-2 Wraths.
Blessed Orator/Veteran Armorer instead of Parapet.
Possibly Kami of Ancient Law instead of Aura Shards.

Soulcatcher is just awsome, not just another Pride of the Cloud, with it, you can Orzhov Pontiff enemy creatures and get a beefed Soulcatcher to go for the throat.
