I was wondering whether it is possible to make a decent budget legacy UW Delver list without the expensive cards like Snapcaster or Geist (as much as I would love to have these)?
So could you guys please help me brew a list? I dont mind paying up to $10 tops for cards/singles
For budget, well lets start with say....$100 not including what I already got? So far I already got the shocks and core check lands. Other than that all I have is Delver itself

Spooky, I think that Collonade is a bit of a stretch for this deck. Five mana doesn't seem common, and I think it could be reworked as a Mishra's Factory or Faerie Conclave. Also, cut two Plains and two Path to Exile for Daze. It's really good at what it does. Maybe even rework the lands to includeFlood Plain.
If you include flood plains and squadron hawks and Resto Angels to flicker the hawks, running some number of Brainstorm seems good too. Thought Scour can help clear Brainstormed cards also.

My main concern is though, if I were to upgrade the deck over time, and eventually add in stuff like GoST and Snapcaster (about the main two expensive things which I would be willing to add in eventually), how drastically would that change the build?
Im also a bit confused on the Resto-Hawk interaction, why would I want to bounce it? Dont I usually just add all the copies after the first hawk cast to thin out my deck as much as possible?
I also agree with DNSolver about collonade, the cost for its creature seems to be a bit slow to me, Im thinking of just switching both of them for 2 more Seachrome Coast, since these I want on T1 and T2
Is there also any more draw/scry/fixing that I could add?

Whoa how did Stoneforge shoot up so fast? It was only 10 like a month ago, what happened? And was it a key card for UW/x? Delver lists?
As for Flood Plain, I think its too slow? for this sort of deck

The build would not change too much with upgrades. You might lose the angels or blade splicers for Geist, but nothing crazy. The deck would more or less function the same way.
Restoration angel + hawk is made better if you have fetchlands and Brainstorm in your deck because you can shuffle hawks away for more cards, and then get them back for free. You said you would be upgrading the deck, so the interaction is included with that in mind. Also, due to the maximum hand size rule it's not always that you will grab every hawk.
Not including collonade in the deck is fine with me. I didn't realize it was such an expensive card ($11?) and it doesn't add too much to the deck.
If you want more draw and draw manipulation I would go with Preordain. Brainstorm is a powerful card, but only when you run fetch lands and other shuffle cards. Without them it is actually much worse than Preordain.

Stoneforge was perfect for this kind of deck because it allowed you to fetch either Batterskullor Umezawa's Jitte depending on the matchup, board state, etc. People also ran Sword of Fire and Ice and similar swords of protection in the sideboard so that they could tutor for the Sword they needed with Stoneforge.
However, since you can't run that, where you are is pretty good.

The main stuff I will be upgrading into are Geist and Snapcaster, and Im more willing to get Geist now too as its price is actually less than what i thought when I checked last night (I was overshooting its price by a good $10)
Im only willing to go into Fetches of some kind if they get reprinted, as right now IMO they are way too expensive, especially the original ally ones (same scenario with the original duals, stupid reserve list)

I think you could replace 2-3 blade splicer with geist, then go for 1-2 blade splicer and 1-2 spellstutter sprite (or angel if you dont like her) for the snap casters (Which I would run 3 of)
Preordain could replace the paths if you really wanted it. Spell snare and spell peirce are also options.
Also, I think you should test running counter spell instead of mana leak, just to see if the UU mana cost is an issue or not.

Also, whats the reason for running less than the full playset of Geist and Snapcaster? I can understand with the angel due to her higher CMC, but Geist and Snap look so good that running four sounds the best, they also curve very nicely with the build

Geist is legendary. You never want to see more than one in most situations, but you want to always see at least one in a game, so three is the magic number there.
Snapcaster is a great card, but he is also situational. He does nothing if there are no relevant spells in your graveyard. Having three in the deck is a nice way to kind of balance the situations where he can do something, and the situations where he is just an Ambush Viper.

Is it normal to not draw/search up Delver in the first 3 or so turns? Because in my simulation draws I notice I usually don't see my creature drops on curve, especially Delver early on
Is this just bad luck? Perhaps this may not be the deck for me.....its not quite working out the way I thought it would
