Looks like a Revel in Riches deck, but it isn't really. It *can* win that way, but the Revels are just decoys — the real win-con is Debt to the Deathless.
Probably better in multi-player than one-on-one. Try to get everyone else to attack each other - it'll make life easier for you at the end
Early Game
Ideally, Strixes for air discouragement and as many Sailors of Means as possible. Beginning to accrue Treasures is the target early on. Riot Controls are also there to prevent any large early life loss, ideally turning them into slight life-gain instead.
Mid Game
Once 5 or 6 mana are available the main aim is to ramp up the Treasure production. There are two combos that can net infinite Treasures: Pitiless Plunderer, Drowner of Hope and Deadeye Navigator; or Anointed Procession, Prosperous Pirates and Deadeye Navigator. This is the time to get the first parts of these combos down, just in case you need them later. Feel free to get a Revel in Riches out too to throw your opponents off the scent. Hopefully it might gain another Treasure or two before someone wastes a removal spell getting rid of it. No matter...
Late Game
If you have enough Treasures (and maybe a Scion or two) you should go for the Debt to the Deathless once it can win the game for you. Double X life-loss for each opponent should always be critical. If it won't kill everyone, don't do it yet.
If you don't have enough Treasures, work on those combos:
Deadeye Navigator soulbonds with Drowner of Hope, with Pitiless Plunderer on the board. Sac a Scion for one colourless and gain a Treasure from Plunderer. Sac that too for U and pay to flicker the Drowner. Two more Scions enter. Use one to repeat the process, gaining one extra Scion each time. And so on, until the mass of extra Scions reaches critical point. Remember each one can effectively be sacced for 2 courtesy of the Treasure tokens they generate.
Or:
With Anointed Procession on the board, Prosperous Pirates generates 4 Treasures when it ETBs. Once it's soulbonded with Navigator, you can sac 2 to blink it, netting +2 Treasures per cycle.
If someone doesn't like it and tries to interfere, sac a Treasure or two for Dispel or Countersquall.
General
The Baleful Strixes are the only thing making the deck non-Modern legal, so feel free to swap them out. Tidehollow Strixes serve the same purpose, but without the card draw. Guard Gomozoas or Seraphs of the Sword also work as aerial protection - situationally better, but they cost more too.
Once you've played the deck once the Dispels and Countersqualls become more necessary - it doesn't take long for folks to catch on to what you're up to. Actually stopping you is a different matter though. If in absolute need, an early, non-critical Debt can re-stabilise you.
A note on Debt v Exsanguinate. Really, who plays Exsanguinate for less than 6? And at 6, Debt is just as good. After that it only gets better. 14 mana to make everyone else lose 20 is more manageable than 22, and with Treasure tokens paying the WWBB is really no problem.
