Quick Info

This is my Red-Blue Control Deck. I don't know why it registers a lot of my cards as being green.

Early Game

Early Game, there are a few Mana Ramp cards such as Sol Ring of course, Burnished Hart, Izzet Signet, and Extraplanar Lens.

Note regarding Extraplanar Lens: If you're opponent(s) have a lot of destroying artifacts in his deck, then beware of this card! When it enters, you have to exile a land from your battlefield. If they destroy your Extraplanar Lens, then you've lost a land, and wasted a turn. 

Search for Azcanta is very useful early game too. Remember, there are cards to pull back Instants and Sorceries from your graveyard, so, sometimes, it's not bad to drop a few currently unplayable ones off here and there to allow Azcanta, the Sunken Ruin to come into play and search for counter spells and such.

I suggest playing your commander: Mizzix, as quickly as possible. The earlier you can cast spells like Firemind's Foresight, the better!

Mid Game

During the Mid-Game, control the battlefield with things like Mizzium Mortars, Counter Spells (Disallow, Spell Swindle [which also helps with Mana], etc), and play cards like Talrand, Sky Summoner. Cards that provide chump blockers are really useful and enable you to stop your opponents from just killing you off.

Keep drawing cards as much as possible with cards like Mercurial Chemister, Jace, Unraveler of Secrets, Pore Over the Pages, Rhystic Study, etc.

Do keep in mind that you need to be dealing damage to your opponent as much as possible. Your deck is not focused on big creatures, in order to win later, it is essential that you continue to knock down your opponents' life totals. Cards like Captivating Crew and Dominus of Fealty should help with this.

Make sure to keep using Instants and Sorceries so you activate Mizzix's ability and make your spells super cheap. This is REALLY important late game.

Mostly, just build during this time, and stop your opponent from doing so.

 

Late Game

Late Game is mostly just more controlling the battlefield.

Planeswalkers and cards like Rise from the Tides, Cyclonic Rift, Volcanic Vision, are really helpful, and provide the overwhelming kind of feel to your deck.

Mourner's Shield can be really useful for stopping the damage they would deal to you, as can Torrential Gearhulk: a strong blocker, and gives you the ability to pull things like Supplant Form and other cards that return their attackers back to their hands.

 

General

Some Fun Combos:

Mizzix and Cyclonic Rift, or any overload card (the overload cost is  diminished by Mizzix).

Isochron Sceptor and Counterspell: If you have Counterspell and Isochron Sceptor in your hand, you can play Isochron Sceptor imprinting Counterspell onto it. This enables you to Counterspell over and over again!

Pore Over the Pages/Rewind  and Izzet Boilerworks: When untapping lands with either Pore Over the Pages or Rewind, you can untap Izzet Boilerworks and get a two Mana land instead of one!

Firemind's Foresight and Mystical Tutor: Instead of being forced to use a good one-drop, just pull up another tutor that allows you to find the perfect instant or sorcery for your situation!

Tamiyo, the Moon Sage and all the Instants and Sorceries in the deck: Every time you cast an Instant or Sorcery, it returns to your hand!
