Quick Info

Pretty budget deck I built for a friend to play at a Modern event. Plays out like a tempo deck, using bounce effects and card draw from Ninja of Deep Hours (trust me, the fun ensues when you swing with an Ornithopter, and BAMPF NINJAAA!!!)

Early Game

-Play Cloudfin Raptor first before playing any other creatures if it's in your opening hand. Ornithopter is there to buff him up and also trigger Faerie Imposter. It's easy to pump up Cloudfin Raptor to a 2/3. Ninja of the Deep Hours is there to also bounce back Faerie Miscreant to draw even more cards.

(Side note: Phantasmal Bear will not go to the graveyard when used with Ninja of Deep Hours, Quickling, or Faerie Imposter. The wording of each of these cards does not target or use the word "target" for the bounce ability to happen. The bounce ability is part of the cost. )

-Boomerang can target lands, so if you notice that your opponent has stumbled on his land drops, don't be afraid to punish his/her greedy keep by bouncing a non-fetch land back to their hand.

-There are only 2 tap lands in this deck b/c they are not that great in the early game.

Mid Game

-Use your bounce spells (Boomerang and Vapor Snag) and evasive creatures to push thru damage.

-Military Intelligence can help you draw more cards and keep a solid grip of cards.

-As the game progresses, your creatures will die from spot removal. Skaab Ruinator can help out in this situation as a beefy 5/6 flier. The nice effect it has is if they kill it, you can cast him from your graveyard.

Late Game

-PSIONIC BLAST!  NEED I SAY MORE!?!? No player will ever see Blue burn coming after them. I've caught many players by surprise by this spell. This will push the last bits of damage thru to finish the game.

-Also, don't forget about Skaab Ruinator being able to be cast from the graveyard.

General

Fun, mostly budget, mono blue aggro/tempo deck. Will experiment with Smuggler's Copter in here, since the card is pretty budget friend at the moment.

Sideboard Options:

Annul - For Affinity/Lantern Control

Boomerang- For Tron

Sidisi's Faithful - For Zoo/Burn b/c of it's high toughness

Singing Bell Strike - For big creatures, amazing against Tarmogoyf

Negate - Needed counterspell for Scapeshift/Control/Tron

Tormod's Crypt - For the 3D's (Dredge/Delver/Delerium)

-Consistency is key with mono color decks, because you do not have to fetch a certain color or not draw the proper land. Mono color decks are a great starting point in the Modern format because the mana base is very affordable.

-There are plenty of upgrades for the deck, but this deck is meant for people who want to try something new and budget friendly for Modern. This deck can go in different directions, which can include using Unstable Mutation to buff a flyer to high heaven, or it could use the new Jace, Cunning Castaway to maintain board presence or help loot excess lands away.

-The most expensive card is Psionic Blast, which has seen a spike in value for no apparent reason. I will say that it is a great card for this deck and is almost a necessity.
