Quick Info

Use that health! Learning to use health as a resource is the name of the game here - you hafta play their confidence. This is designed to be a "fun" deck (not competitive), that utilizes a potentially disasterous function of giving your opponent card draw. Ideally, we'll also cause plenty of discard, or drawing enough cards ourselves to keep up defenses and entice a false sense of security in our opponent. MAKE GWAFA GREAT AGAIN! (sorry...)

If you're playing a creature-heavy opponent, consider swapping out the Hindering Lights for the collection of enchantments to "Follow in their Footsteps." Between Gwafa and Lawmage's Binding, you'll hold the lines long enough to drop Followed Footsteps on their win-con, you'll get a copy of their creature EVERY TURN! They'll be burning their removal on their own stuff instead of yours. Perfect!

As stated before, Gwafa Hazid is there as a false sense of security for your opponent. He has taken his duties as an Azorius "strongarm" too far, and enlisted the help of Ob Nixilis to make an impact. Even Jace has become seduced by knowledge, corrupting his morals for self-gain. Take advantage of Psychic Possession or swap them out for more Underworld Dreams if you need an edge.

I'm really interested in your opinion and suggestions on the included Planeswalkers. O.N. has the added value of removal (over Underworld Dreams), and can be "reset" with Echoing Truth if needed.

Good luck, and remember, control is in the hands of those willing to take it!

General

The Revision History will reveal prior card choices, but after further playtesting, I've tightened up the "identity" of the deck to do what it wants to do more consistently.

At a high CMC of 7, I've loved Approach of the Second Sun ever since it's debut in Amonkhet. It's in the SB as an alternate win-con if your opponent is not having any of your shenanigans. We have a lot of card draw, and when this card shows up game two, your opponent will start playing around it. If we get it off again, awesome. But if not, we've given ourselves room to allow our deck's original plan to succeed.

Honorable mentions go to Underworld Dreams which seems like a great addition, but was too slow at 3 swamps- it wasn't what I wanted to play whenever I had it and almost any other card I could cast at the same time.

Psychic Rebuttal sounds like it would be right on theme, but is a bit too niche for our purposes.

Ob Nixilis, the Hate-Twisted, while added to the SB, is an honorable mention because I'd like to include  him mainboard since I really enjoy the added pressure he brings. But, at 5 CMC, I couldn't bring myself to include him. He's in the SB in case you need more removal. When he shows up, he's effective in this deck, but if not, no worries.

And last but not least, Settle the Wreckage or Literally any other board wipe. Since we give our opponents cards from time to time, we don't want to also give them the mana to play them. We actually are okay with our opponent having creatures on the board. We just don't want them attacking. Often times, board wipes hurt us in the long-run, and they've proved not worth the advantage they temporarily provide. We're running Echoing Truth, and Displacement Wave to deal with tokens and other go-wide strategies- they're cheaper, and work around our enabling enchantments.

Oh, a final note, we want to be very strategic in countering our opponent's spells. We can usually handle creatures, but we need to plan for board wipes- we only have eight creatures (and a couple man-lands), but we don't usually want our opponent to kill even their own stuff until we're ready. Our SB is equipped with Glen Elendrato help mitigate frequent wipes, but it's still something we want to keep in mind.
