The process by which a user who is not a player, hereafter referred to as "the alien", becomes a new player is outlined below:
1) The alien creates a new thread in this Nomic with the title "<username> requests to join this most illustrious nomic" where <username> is replaced by the alien's username. For the purposes of this thread (and meta-rule 5) they are considered an eligable voter with 0 votes.
2) The thread must have a publicly viewable poll with two options, 'Accept' and 'Decline'. This poll shall be open for a period of 48 hours.
3) If and only if, after the 48 hours, there are no more than 2 players' votes in 'Decline', the Speaker must then, as quickly as possible, register the alien as a new player.
After requesting to become a new player, the alien may not make another such request for 30 days.

The thoughts about this is to just prevent an influx of players that may disrupt this Nomic. Any thoughts or possible ammendments before I submit this?
If you haven't checked the player list lately, yes anyone can join at the moment because there's no procedure by which users join. I want to make this a valid procedure so that if we really don't want certain users joining, they can't. Right now, the only rule referencing the joining of players is:
218. In addition to duties which may be listed elsewhere in the rules,
the Speaker shall have the following duties: -register new players
-maintain a list of all players and their current scores, and
post it on the forum
-maintain a complete list of the current rules, and post it on the forum
-make a random determination whenever such determination is
required by the rules.
Well it is up to the Speaker whether they want to register new players. What is wrong with that? I doubt YuanTi would blindly register more players unless we approved it. Yes, he could do that, but I think we can safely assume that won't happen.
It's not the "more players" that gets me, it's the certain players. If you've payed attention to Nomic 1, they've toyed with the idea of going to war against us. If we have completely open registration, we are at a severe disadvantage.

I can't see why having a process to admit new players could be a bad thing. I think you might have to be explicit that this is the only way aliens can become players, as is, I think Yuan might be able to bypass this system if he wanted to as is.
It should actually have mentioned rule 5, but the rule is:
5) Users may not post in a Nomic thread unless they have been identified as a "player" or "eligible voter" by the rules of that particular game, or are a moderator for that game. Note that the method of identifying a "player" or "eligible voter" may change during the course of play, such that users who were previously unable to participate may become able to particpate, and users who were previously participating may become ineligible. Users who post in Nomic threads when ineligible will receive a verbal warning on first offense, then an "official" warning in the forum system. Persisting to post in games you are not eligible for may result in infractions.

I like the idea of having a specific way of getting new players into the game, but I can't say I like this implementation yet. Hmm, needs some thought.
The language making them an eligible player is strange and fragile. It seems necessary, but I don't like defining people as things they aren't to get around bad rules. The correct solution is to get Binary and YuanTi to change meta-rule 5. That shouldn't really be a meta-rule in the first place; it's not necessary for the stability of the forums, so why not allow a game to let nonplayers post?

Well, I sent in the proposal earlier today. So, hopefully YuanTi will get around to posting it sometime soon. Since the meta rules weren't changed by the time I submitted it, it will have that additional clause in there which will have to be amended if and when they change meta-rule 5.

I'd be far, far less worried about this if the new rule included "Aliens currently registered as players or eligible voters in any other Nomic on MTGSalvation may not petition to join this Nomic, and may not post in this Nomic in any way."

Ah, good point. However, I still like the ability to filter for other things than just someone being in another Nomic. It may get to a point where we don't want any new players. This rule takes care of that as well.
