Yes, it really should be fully multicolored. It's not purely white and it's not purely blue... Plus with the cantrip it's very, very strong. I can't think of many control decks that wouldn't play it if they had it in color - and many white weenie decks would love to keep up their temp with this thing.
Make it 1WU and it seems much more flavorful and fair.
no there are plenty of instances of "shuffle (cardname(s), quantity of cards, etc.) into owner's library. Polymorph, Lich's Mirror, the Eldrazi Titans, the lorwyn incarnations, etc.

I got to say this card looks really cool. I, personally, would love to see this card actually come into print. I think it might be a little over powered but the flavor text, art, and ability play together so well that I honestly don't care about it. Good job.
I agree with a lot of the criticism of this card, but i do think it has potential. I would think the simplest solution is to make that creature's controller draw a card. That covers the white "get something when i take something from you" mantra and blue has had similar "spell mutation" effects where you are turning something they control into something else. (Vendillion Clique, Fold into AEther, Metamorphosis, and to a lesser extent the Polymorph type effects.) And another solution would be to split this card into a two part effect that requires both colors to use something like :
Put target creature on top of its owner's library if W was spent to cast this. Then each player shuffles his or her library and draws two cards if U was spent to cast this.
That would sort of cover all your bases, making both the mono white and the mono blue versions useable and the combination fairly powerful.
Overall, fun design that just probably needed a little more tweaking.
I think this should be like oblation, have the creature's controller draw a card. It would make more sense with the card name as well, like the creature is displacing a card in their library.
Wizards, print this card and I'll feed you my firstborn. Mail me a set (free of charge, because I'm sure this thing would be expensive) and I'll roast it and feed it to you by hand.

In all seriousness, this card is pretty broken, but I love it. I could see them printing it then turning around a month later and going "oops" then scream at the FFL for not telling them it was so good.
This could be 1UW (above the curve) or 2UW (roughly on the curve) to be balanced.
With its current cost, it would be format-warping even without the cantrip. It's obscenely overpowered and almost completely ignores the color pie. Mono blue doesn't get this effect.
hmmm, with unmake being played in standard at essentially WWW, this card would more than see play, even without the cantrip, but the cantrip just breaks it.
I'm sorry but anyone who thinks this is equal in power to a bounce spell is sorely unable to evaluate the power level of cards. This isn't bounce - bounce creates card disadvantage for the caster, whereas this generates insane board/card advantage for just three mana.
I want to know why people think this is undercosted compared to recent cards like remand and wipe away.

Remand was broken, but still only granted a 2 for 1 if you count tempo plus card. Wipe Away, are you seriously comparing what this card would do to Wipe Away? Just because it can't be countered?
Compare this to Unmake. Its easier to cast, cantrips, and rfg isn't far off from shuffle into library.
Some people really don't seem to have a grasp on the power of combining removal, instant speeed, and cantrip in one card.
If it were WWU and a socery and uncommon then it might be fair enough to see print. (and it would still be insane. Think bloodbraid into pulse or terminate) As is it is broken as hell and terrible card design.
This card is insanely good. I don't understand the cantrip. Shuffling into library is significantly better than destruction. This only begins to approach fair at triple hybrid and sorcery speed.
To be fair, Remand was nuts in large part due to the presence of suspend spells - which it nixed quite handily. But yes, I think we can agree that this card could never be printed at this power level. Hell, DIVINATION effects are often playable to an extent, and this makes that look...

Except remand returned the card to their hand. How in the world can you compare return to hand and shuffle into library.
This is more like if remand was combined with memory lapse for 1(U/W)(U/W)
I think that might still be more fair than displace. (and doesn't wreck the color pie because white does have tempo counters)
I am not sure that blue shuffling a creature into it's owners library is more off color than white having a hard counterspell with no limitations.
I think it'd be a lot more entertaining (and you know, balanced) if it read:
