ok card but i think you should increase the mana cost to a cmc of 3. 2 is just undercosted for a 1/1 with potential to become a 4/4 every time an opponent either leaves a creature untapped or plays a creature (summoning sickness). other than that, no problems. so i think 8.5/10.
Mindfeeder Rat 2B
Creature - Rat
Whenever ~ deals combat damage to a player, he or she discards a card. If you value your knowledge and memories, it is better to stay away from it than to face it in battle.
2/2
Well, it's a hypnotic specter with no flying and a little easier to cast. Also, a bit big for a rat - you don't often see rats labeled as grey ogres (2/2 for 3). Not extremely creative or flavorful - this should be a specter. 5/10.
Soil-Gorger Behemoth3RG
Creature - Beast (R)
Whenever Soil-Gorger Behemoth attacks, defending player sacrifices a land.
Whenever a land is sacrificed, put a +1/+1 counter on Soil-Gorger Behemoth.
2/2
Next - A spell that turns one creature into something else alltogether.
Perfectly acceptable. I could definitely see something like this in an actual set as a useful common. Could perhaps use different flavor outside of the contest though. 9/10.

first thought is, how could this turn a creature into something else altogether? so that means, you failed for not adhering to the challenge. but looking into your card, it's balanced enough, and has potential to be useful in standard. although the overall flavor is damaged since there is no name, creature type, and flavor text.

mm white ninja. seems cool but not very ninja ish. but i'd play it in a deck with ornithopters anyway 8/10
i hope this fits your request, technically its a 'can' do this not 'does' do this.
Sceptre of New Alara RWGUB
Legendary Artifact ,T: Draw a card for each blue mana spent to play this ability; target opponent discards a card for each black, deal 2 damage to target creature for each red, target creature gets +1/+1 and trample for each green and tap target creature for each white.

Really cool! I love how you made it fit the requirements so creatively. It looks a little overpowered, but I guess it is just about right for a WUBRG spell. I would not have been surprised it this was in conflux instead of Obelisk of Alara 9/10
Rainbow's End
Legendary Land
When ~ comes into play sacrifice it unless you sacrifice a creature of every color.
~ comes into play tapped. T: add WUBRG to your mana pool
I like it, though it's not clear on the wording. If I have a fusion elemental, can I just sacrifice that? I assume not, but it's not quite clear. Good name and flavor though. However, I'm not quite sure what deck this would go in. That's a big mana jump, but it doesn't really fix your mana since you need creatures of every color and you can't ramp well with it because you need lots of creatures. 8.5/10
Devolving Mass2G
Creature - Elemental
Flying, First Strike, Haste, Trample, Persist
2: Devolving Mass looses flying, first strike, haste, trample or persist until end of turn. Any player may play this ability.

A good idea I suppose, but I don't think it works well in green. Also, that many abilities in one creature is a bit much at that cost. 7/10

to be honest, that card is very confusing. "Void" isn't also a very appropriate name for a card with an effect like that, imo. also, paying for its alternate cost would be pretty useless since you didn't pay B, thus the card's effect won't work. 3.5/10
Planar Devourer 3RGW
Creature - Beast
Echo: Sacrifice a permanent.
When ~ comes into play, each opponent sacrifices a nonland permanent.
7/7
Well, the name lends the idea of grandiose eating of entire planes of existance. I was expecting something catastrophic, Galactus style. Instead, each opponent sacrifices a non-land permanent. Not exactly in the right colors and certainly isn't impressive enough to warrant its high cost. Plus the thing is a 7/7 with a drawback for 6. Not great, certainly not tournament worthy, not very exciting and not very flavorful. Good name though, just for a different card. 4/10
When Glory Blazer deals combat damage to a player, sacrifice it and Glory Blazer deals X damage divided as you choose among any number of target creatures and/or players where X is equal to its power.
Sigh. People just seem reluctant to follow the rules of this game. Get it in gear people!
While hardly tier 1, it definitely seems like a fun card and an ideal limited finisher. I mean...damn. 8/10; I'd do higher, but you omitted not one, but two aspects of this game.
Without a new challenge, I'll pick up the pieces with the last one:

next: something with "non-..." in it's text. kinda like rend flesh in that it is not colour dependant, and if it is it is not the colour of the spell... if that makes sense
The name "Soul Extraction," putting spirits into play, and outright destroying creatures is very white and black, not blue and green. Something acceptable to the color pie is something like Snakeform or Winged Coatl. Also, the token color is usually specified. The mechanic itself is creative, though.
Idea: 9/10
Execution: 3/10
Average: 6/10
next: something with "non-..." in it's text. kinda like rend flesh in that it is not colour dependant, and if it is it is not the colour of the spell... if that makes sense
yes i ment like that, but thats not exactly very creative. 7/10 and since you didnt request i'll show you what i ment.
Carnivorous Deathhounds1RB
Creature - Hound
When ~ comes into play, destroy target non-plant, non-treefolk, non-saproling creature, if that creature was green or white put two +1/+1 counters on ~.
2/2
Carnivorous Deathhounds. 7/10. You got the request right (since the request came from you, anyway). IMO, its too convoluted. Too many "non-___" involved for my tastes. And then you had to add "if that creature was green or white" which made it even more so, convoluted i mean. Keep it simple and elegant, like Rend Flesh as you sited earlier.

Well, it wouldn't hurt actually thinking of a name for this card. I think its overpowered. Black and red decks would be totally crippled by this card alone. To balance it out i'd probably make it lose two counters a turn.
