Yeah, keep it as is. Don't worry about planeswalker killing. Vampire Hexmage wasn't designed to kill Planeswalkers, but it does. This is good design. Don't weaken it. Plus, it makes sense with walkers, as it reflects them, hence killing them.
Um... the Hexmage was absolutely designed to kill planeswalkers. Along with quests, levellers, allies, and the counter stuff in Scars. Plus whatever else has used counters throughout Magic's history. I can't remember if the Dark Depths combo was something they caught in development and decided was okay to let through, or if they didn't notice it in time... either way, yeah, Planeswalkers were definitely in mind when the Hexmage was designed.
Maybe I will leave it as-is... five mana to kill a planeswalker isn't such a big deal. It's weird that it's blue doing it, is the thing... blue isn't really allowed to destroy/kill anything. I know there are exceptions, but it's still weird.

There was a time when people would've said "make it nonlegendary", now people just want to protect their precious $40 planeswalkers which, now that I think about it, is probably why WotC hasn't gotten around to printing it. The difference between this and the very, very narrow Vampire Hexmage in terms of competitive play is that this isn't the least bit narrow. That being said, the card is perfect.

Whether or not it should be able to kill legendaries/planeswalkers is something I'll leave up in the air. Realistically it's something that should be determined by the contents of the set this is printed in; if there are no really strong legends/walkers, it would be unnecessary for this to remove them. If there were concerns about the power level of those things, this could serve as a check to them. Either way, it doesn't really change the core concept of the card, and I'd be happy with it either way. Card has to change to fit the context in which it's printed, and since it doesn't have a context yet it'll stay as-is for now.

Using a broken card like Baneslayer to gauge power level = fail.
I do agree though with the concept that 5 mana cards being unplayable is a complete crock.

This card killing planeswalkers is no worse than Clone killing legendary creatures. They have continued to print Clone in blue and have also printed several variations like Vesuvan Shapeshifter that can still kill legendary creatures. Copy cards are only restricted to nonlegendary mainly so they can't be abused on opposing creatures: Cytoshape (so that it can't kill off two opposing creatures, but it can still kill by copying a 0/0 graft creature), Kiki-Jiki, Mirror Breaker (so that it can't intentionally double death triggers of creatures like Kokusho, the Evening Star), and Mirrorweave (so that it can't sweep the board). If there was a problem with blue killing with the legend rule, there would have been more Clone-variants that kept their names like Sakashima the Impostor.
(And then there was Leyline of Singularity which actively used the legend rule to Winnow all nonland permanents.)

5 mana cards are almost unplayable.

I see no reason for this card to get some wordy restriction to prevent a 1for1 kill of a legendary permanent or planeswalker.
