Power over Life = That's pretty interesting. I think it could (and maybe should) be mono black. I don't see why it needs to exile your graveyard... If you wanted, you could just have it exile the cards from your hand instead of discarding them in the first place.
Goblin War Caller = This is cool. It's like a Ball Lightning, but with lots of small creatures instead of one big one. It could just sacrifice the tokens at end of turn instead of all the Goblins you control.
Chronos = Probably broken. Should cost more, at least.
Also you don't even need that. Tap Chronos, untap itself and something else. Infinite untap on anything. Yes, this is broken.

Colourless mana comes FIRST! Try actually looking at a Magic card some time. It is NOT UU3, it's 3UU. What game are you making cards for?

Power over Life is mono-black for sure. Blue has no truck with forking over one's life and cards in graveyard.
Dark Fire should read: "Until end of turn, target permanent isn't indestructible. If that permanent is a creature ~ deals 3 damage to it." Probably should cost BR, as well.
Vulcan Eruption - Two problems here: 1) the name; 2) mechanic-mashing
Power over Life: I love it, both flavor and mechanics 10/10.
Goblin Warcaller: Very undercosted I guess. Could've been a sorcery and it would work fine. But I guess you want interaction with creature reanimation.
Chronos: Broken beyond belief. Even if you remove the 'Untap two creatures' ability, it's 'Draw two cards' is still easily abusable.
Vulcan Eruption: 2-cc LD? Really? Did you notice wotd trend of weakening LD?
Dark Fire: Indestructible exist for a reason. I get that you're trying to design a silver bullet against Darksteel stuff. But M11 policies (trading Wrath for DoJ and Incinerate for LB) that you shouldnt have to work around defensive abilities: they exist for a reason.
