The fourth Horseman of the Apocalypse is Pestilence, not Poverty. While I realise that the card name is already taken, so is Death. It's the black half of Life // Death.
No, and they are awful anyway because their abilities only trigger in play, meaning you need at least two copies of at least one of them.

I really have no clue where these cards came from? What is an apocalypse step and why do they say "restricted" to what? It doesn't seem like they came from the new rules at all.

restricted, as seen on once more with feeling is a short way of saying that, for tornament purposes, you can only have 1 of each in your deck.
apocalypse is a synonym for "the beggining of the end". if there's one thing which happens during the appocalypse, it's the end of the game. hence this bunch of card.
I mean seriously, the phrase "beggining of the end" is far too ingrained in the modern mind for this phrase to mean anything but the apocalypse step.
Except it is not the "beginning-of-the-end step"; it is the beginning of the "end step".
Mechanically, if you wanted to make the four horsemen into something more than just a bad joke, they should be creatures with individual abilities. Some quick bad examples:

Conquest (White Rider), War (Red Rider), Famine (Black Rider), and Death (Pale Rider) are the horsemen according to the bible. Famine includes pestilence and plague.

May be known about but it's not exactly evoked every day so it's not like "the beginning of the end step" is going to spring apocalypse to mind. (and let's hope it's not foreshadowing of Magic's final demise)
How would you word a set of creatures that work together to win you the game but only from your hand (barring Exodia mind you)
I think it'd be too powerful for sure (especially with a spell that can search out X creatures and put them in your hand)
What do you do to make the trigger happen while they're in your hand since you can't trigger like that (but you can do activated abilities)

tried but failed. exodia is cheating, his ability is written in the rulebook.
my verion hasn't got any types, thus avoiding anything short of 4 demonic tutors, which you'd probably have to tutor for.
