You do not have to, it is up to you to buy the previous versions. If you own a previous version on the same system you buy 2013, you get a deck unlock key to unlock all unlockable cards for one deck. (You have to buy this otherwise)
Yes, all of the 3 DotP games (2009, 2012, 2013) have different cards and decks.
I use the Duels Of The Planeswalkers layout, though I'm right-handed and keep my deck and GY to the left. I dare you to ask me how tempting it is to hold flying creatures in a floating pattern over the table.
I really enjoyed 2012, didn't love 2013 quite as much, not quite sure why. Played and beat the first one, but felt it wasn't well balanced. They all have their own cards and decks, but if you have played a lot of Magic, the decks are likely going to leave you wanting more. They tend to have obvious flaws that are hard to correct even with an unlocked deck.
Also, the Ajani lifegain deck in 2013 can be the most annoying thing in the world to play against.

None of the games are particularly well balanced when they're handing out things like Future Sight and Panoptic Mirror (in a deck with time magic!). 2013 probably has the fewest "bonkers" stuff, especially after the Simic deck in 2012 which just ramped into Eldrazi for the win. At least the 2013 Simic deck plays like Simic... but then you go and unlock Momir Vig and start going nutty with a few dozen UG spells and Fable of Wolf and Owl.
Also, the Ajani lifegain deck in 2013 can be the most annoying thing in the world to play against.
No, the "final boss" decks in all of the games are the ones that are annoying to play against. Moxen? Really? Ajani's lifegain just makes the game take a little bit longer. By the time you're beating the deck, there's no real way for it to recover.
They're fun games. I vastly prefer 2012 and 2013 over the first one. As far as comparing the latter two, I think they're roughly equal as far as "fun" goes. It's worth pointing out that 2012 has Archenemy and 2013 has Planechase, though.
You can't modify the Planechase/Archenemy decks, and IIRC you need the 2012 expansion if you want to play as the Archenemy.
But 2013 does have an annoying card-unlock mechanic where it is 1-card per win instead of 2012's avail playset.
2012 and 2013 both unlock multiple cards at a time if there are multiple copies of the same card to be unlocked in a row. (However, 2013 doesn't have as many instance of unlocking duplicates at the same time, instead spreading them out.) The original DotP only ever unlocks 1 at a time.
2012 has in my opinion, the best decks and most balance. 13 was lacking as it started with 9 mono color decks and a b/w deck, spouting about the new ability to tap your own lands. Thats right, you can choose which mountain you use for that red mana. If 13 got any better i havent paid any attention because it was an obvious money grab for dlc.
This isn't what I asked. I asked if you would recommend any of them?

No, it is not necessary nor recommended to get the previous one. The games are pretty standalone and were originally meant to get new players hooked on MTG. They are not meant to be sequential.
Do you have an Ipad? The iOS version for Ipad is pretty cool to be able to play a little Magic while mobile. Now THAT is recommended.
I have the iPad version and I highly recommend it. Nothing like being able to play Magic on the go and I never have a hard time finding an online opponent to play through Gamecenter. I do encounter people who have cards that I don't have on my game though and I'm not sure how they're getting these extra cards. I've downloaded all the decks available but I guess you can earn cards through codes or something outside the game.

Google "DOTP promo unlocks" and you will find the 10 codes to unlock the extra cards. They work for every platform (Xbox, Steam, PS3 and iPad).
To the OP: No, you do not need any of the previous versions of DOTP to enjoy DOTP 2013. Personally I love playing the game both on my Xbox and iPad.
I like the 1st game the best, maybe because it was new and the sequels just seem to be more like add ons with a few new features.
The biggest problem with the original was the vampire deck was way overpowered compared to the rest of the game. And all anyone ever played was that damn deck.

There a Google Play Store version of it?
