I'm no rules guru or expert, but since the scepter says to copy the card, you are copying all properties of the card. You will be able to prowl a card into play.

You may cast this for its prowl cost if you dealt combat damage to a player this turn with a Goblin or Rogue.
Prowl costs can only be used if combat damage is dealt. Tarfire isn't combat damage, thus you cannot prowl after Tarfire.
Even if you had dealt combat damage earlier in the turn, I don't believe you can play a spell with its prowl cost from Iso. Reason is the copy of the spell is cast "without paying its mana cost." This is an alternate cost and as you can only choose one cost (regular or alternate) to pay, you cannot pay for the card with an alternate cost.
601.2b If the spell is modal the player announces the mode choice (see rule 700.2). If the player wishes to splice any cards onto the spell (see rule 702.44), he or she reveals those cards in his or her hand.
