Sorry if this seems stupid. I wasn't around when the original shocklands were printed, and everyone is saying they will be reprinted soon, bringing up evidence where cards search for "forest" etc. not basic lands. Why can't they just print some land with multiple types on it?

because a double land with no drawback besides coming into play tapped is stupidly op. shocklands were silly to begin with

They are not going to print an Orzhov Basilica that is fetchable AND ramps you.
That card you posted gives you 2 mana for no drawback. It ramps you all by itself. Can't you see how ridiculously OP that would be?
Now staple that to having two basic land types, so it can be fetched by any number of fetch lands. It would easily be the best land to ever be printed.

Actually, the shocklands are more powerful than the OPs example because being able to override the CIPT clause at the cost of 2 life is negligible since we all know that life loss is less important than being able to use a land right away.

I disagree. I think it's pretty close to their power level. While it comes into play tapped, it gives you 2 mana from 1 land, and is fetchable. The proposed land would slot very nicely into legacy decks as a 1-of to fetch on a turn where you don't need all your mana, ramping you for the next turn. If you need all your mana on that turn, then just go fetch a Scrubland.

The reason people are speculating that it's the shocklands specifically is because there is a growing concern about availability of the Shocklands for modern. Wizards wants to reprint important Modern cards to increase accessibility. If Wizards made Shocklands 2.0 that have both types but are balanced in some other fashion, then Modern decks would just be required to pick up the new ones too (if they're any good), while still needing the original shocklands. It creates more problems than it solves, so everyone believes that the original shocklands will be reprinted.
Besides that, Wizards has stated that they gave shocklands flavor-neutral names specifically so they could be reprinted. They intend to reprint them. Now seems the right time.

Having two different basic land types on a single nonbasic land is both strong in many environments and a structural callback to the original dual lands. The "shock" lands are as close to the original duals as Wizards is willing to come in terms of functionality—the drawbacks are usually to leave off the land subtypes, cause damage every time they add colored mana, come into play tapped, and/or require something of the lands already in play to avoid coming into play tapped... all of which are situationally tolerable but which combine to make cards that are much worse than the originals. Being effectively identical to the originals as long as you're willing to lose two life makes the shocklands both powerful and resonant in their similarity.
Adding new variety of dual land which shares basic land subtypes both erodes the existing design space for nonbasic lands, escalates the power-level of Modern, and also cuts down the value of the shocklands before they've had their first reprint, because the dual lands in RTR need to be flashy and tournament-playable.
That might seem like a strange requirement, but it's part of how WotC ensures the profitability of competitive Magic without pricing casual players out of the environment. A lot of newer players see things like the shocklands and aren't excited by them—who cares about mana fixing?—so they'd rather get their hands on rares and mythics that actually "do" things, so they can sell their lands to shops and pros for a decent amount and get a lot more rares and especially uncommons that they're actually interested in using, or save up for a planeswalker or other flashy mythic. Pros who understand the value of good duals are used to paying $80+ for a playset of duals and will do what it takes to make a good deck, meaning the price escalation is focused on cards that more casual players are less interested in (usually).

As for the OP's point, I agree. I don't expect to see Shocklands return. There could easily be a new cycle of dual lands with basic land types.
