This is insane for any kind of combo deck that wins the turn its combo comes out. e.g. Dragonstorm on a good day, or TEPS. Not so good for Balancing Tings or Life.
In Vintage, this has a small place, but that honestly depends on what kind of deck you're piloting or facing. I don't know Vintage well enough to pass judgement, but I suspect that if it is real, several players (or even pros, who knows?) will try to break it. (or at least use it as a FoW proxy, if they're financially incapable of finding FoWs).

Speaking in terms of Vintage, it is better in combo decks than FoW is. No card disadvantage whatsoever, increases storm count, stops opposing FoW's cold in their tracks, etc. etc. This card is nuts in Vintage combo. It isn't as good as FoW in other decks, but it is damn near close.
IF this is true, it will definitely find a huge place in every format:
Standard: Mystic Teachings anyone?
And it's just a degenerate card
Extended: Stops some combos cold, powers Aggro/Control and its tempo cards, etc.
Legacy: Amazing. Pure and Simple
Vintage: See above

What sort of effect have you heard it is? I explained in post #39 why it can't really be card draw, tutor, or bounce, so what does that leave for blue as an instant?

Man, I call fake on this. This is absurd, IMO. A free counter is a free counter. I can think of many situations where it's very powerful, too strong. Combo decks love it. drop this sucker to bolster a storm count and/or protect your precious combo? I'd use it in every combo deck that has any blue (and a few that don't). Losing on your next turn is irrelevent when you win on this one

Wow, im surprised that many people think this card sucks.
Here is one of the 1000 situations when this card could be very useful:
Player 1 is playing U/B Dralnu
Player 2 is playing some random control deck
Player 1 has 5 lands, he taps out to cast dralnu
-Next turn-
Player 2 has 5 lands too. He taps 4 of his lands and casts wrath of god, player 1 counters it by playing disrupting pact.
Now player 1 simply pays 1UU and his dralnu is safely in play.
Seriously, this card is broken. And in vintage and legacy it's 10 times more broken.
Speaking in terms of Vintage, it is better in combo decks than FoW is.
Legacy: Amazing. Pure and Simple

I have a 2nd turn win Combo deck in Legacy that's very easily disruptable which would win a lot more if this were real (FoW's blue card requirement is too heavy on that deck).
Hell, with the green pact alone it will probably win quite a lot more, no need for the blue one
I think I'd have to kill a fluffy animal if this card gets printed. Straight counters are the least fun cards in the game, and this is about as good a counter as you could possible ask for. If the Pact cost was something like 3UU, It wouldn't be as bad, but having it be a very much better Cancel is... galling.
Printing this basically takes 1UU off any "play win condition with hard counter backup" in standard and UU off of it in other formats. I think that Wizards would have to be insane to make that huge of a mistake.
I will likely trade for as many of these at the Pre-Release as I can, and spend all night thereafter bathing in and then subsequently making love to all of them.
And then picking up a playset. You know, for use.
This is downright rediculous, and I really hope it's true. The naysayers say it isnt really that good, and although boring, its rediculously strong.

Assuming the other pacts are in color flavor/pie a pact like this over a FOW would have less impact on other formats but still be playable. Of course this is just pure speculation it could be a free merchant scroll for all I know.

They just printed Trickbind, so printing a card like that would make no sense. The only real options for a free blue spell are a counterspell or something new to blue

I think that card looks legit. The having to pay 3 mana for it clause makes it fair. Even in T1/Legacy, 3 mana would be hard to come up with the next turn, its not like you would just win next turn.

Who would tap out to cast Dralnu!? Someone who wants to lose, I'd guess...
