It doesn't sound like it's necessarily colorless to me. It could be a blue or possibly white enchantment. Artifact is slightly more likely, but I wouldn't say it's beyond the possibility.

Now you need a way to produce some sort of effect from that. Then you need a kill condition. That's a 4 card combo, 2 of which have to be the same card. Terrible.

If it is "stuff enters untapped", it needs to be on a mana-producing land or is unplayable in Constructed.
What if it was on an efficient body?
Maybe a 2 mana 2/2, or even a 3 mana 3/4? That would make it a decent sideboard card to bring out against decks not running savage lands. Unless it was green, red, or black. Then Jund would always want it as a 1-2 of.
