It seems to me that after seeing the bant, esper and naya preview arts that really only esper has filligree. but each preview does show some interesting things.
I think that filligree isnt just that latticed network of .. whatever the hell that is on those esper mages. But that filligree is a manifestation of a colour of mana that you channel most often changing you.
Id say that for Naya, the reason weve seen only a few leonin (or lion people , whatever) so far is because that is nayas filligree. you channel to much green mana you become more and more beast like and animalistic. thats a key thing with green.
Id say that in Bant, those glowing little golden clusters or maybe even the angels themselves were once human, and that they became angels via the transformation that white mana brings to them.
Do you think its exclusive to Esper, or predominantly Esper, with a few occurrences in the others?

If the OP's theory was true, I think it would be rather cool.
I think it would be cool if filligree were represented in the cards by aura tokens. For instance you could have this guy:
Esper Archmage 1:symu:
Creature- Human Wizard R
Filligree: When ~this~ comes into play, put an aura token into play attached to ~this~ that has: Enchanted creature gets flying and +1/+1 for each aura attached to it.
Whenever an aura attached to ~this~ is put into a graveyard from play, sacrifice ~this~.

Sure, stuff like Snapping Drake and Goblin Piker are for limited. But Null isn't even playable against a 5 year old whose hand consists of a 6 of Clubs, Blue-Eyes White Dragon, Chimney Imp, and a very large cumquat.
I can't think of a single reason for filligree to appear anywhere but on Esper. It's part of the visual feel of the shard, and is one of the visual cues that tells you "this card is from Esper".
I don't see why it should have any mechanical significance. The metallic parts of creatures on Mirrodin didn't have any mechanical effect either, it's just flavor and style.
I expect that filigree is something exclusive to mages rather than just one shard. There would be more in Esper than the other shards of course.
On an unrelated note...I found only one reference to filigree in flavor texts. I don't necessarily think its related but it might prove relevent. *shrug*

What do you guys think?
I think this may be correct. Look at the Grixis guys, they have those coral/volcanic/cancerous lumps growing off them, and the OP mentions the cat like features, the light/holiness of the angels, etc.
I don't think it will be 'filigree' per say, but each Shard's locals may have a visual trait that develops the more adept they are at that colour's magic.
Great thinking by the OP.
On Esper of course it has to do with caste systems, look at who's in charge - blue white and black, colours that value power. The social status doesn't cause the growth, the power does and therefor more powerful people are more filigree laden, they're the nobles.
Meanwhile on Grixis' shard, you got the bigger scarier guys covered in that coral/cancer, and the lions in Bant, etc etc.
I think the OP has stumbled onto one of the major themes of this upcoming block.
you know, on the topic of cat-based races (jaguarfolk and leonin), is it then possible that Ajani isn't from Alara? Is it instead possible that he is hunting another (possibly cat-like) planeswalker who killed Ajani's brother, and when Ajani arrived on Alara, hoping to find this assassin planeswalker, he found these (as he might put them) "mockeries" of their (the leonins') existence? Is this what Ajani Vengeant is about?
Deos this have even half a bit of sense? on mental notes alone, and without references, i think at least part of this is possible. At least, iu kinda hope so...

He could have tracked Tezzeret back to his home plane, Alara, and while he is figuring out how to destroy him Ajani is taking refuge in the Naya Shard (which he may feel accustomed to and or welcomed).

Honestly I like it being an Esper only thing, if they did it five different ways it'd be stretching it a bit too far.

There was once [The Pack], but no more.
The leonine of Naya is Ajani Vengeant, the rest of the cat people of Naya are jaguar-like.
