Worldfire is an instant win in EDH for any red deck, not only for Jhoira. Just get enough mana, play this, then play your general and kill everyone (:

EDIT: Also I don't think it will be banned, because there are things like Jokulhaups that aren't banned. But then again this is very similar to Sway of the Stars, so... yeah.
Jokulhaups is just a basic sweeper. Worldfire is more of a combo card. You could use Worldfire as a sweeper, but you put yourself at a lot of risk trying to topdeck a win before your opponents.
This card is powerful because its pretty much an instant win if you plan for it right and your opponents cant counter it. It clears the entire board and everybodys hands, and puts all of your opponent's at low enough life that you could kill any one of them with a Raging Goblin.
Could be worth including something like Overmaster in a deck built around Worldfire. Your opponent will have to counter both Overmaster and Worldfire then.
Decree of Annihilation is played in EDH because its cycle ability is instant speed, nigh-uncounterable mass LD, and its seals up games where the caster has the board advantage. I've never even heard of someone using the primary ability for anything other than trolling because its very difficult to capitalize off of this unless you're playing Jhoira and you've got a bomb queued to come in right afterwards. Even Jokulhaups and Obliterate have more utility than this. Why are we reprinting the bad ability off of decree of annihilation for one less mana? Are we about to see a cycle of Misthollow Griffin-like creatures in the upcoming sets or something, or perhaps lands that recover themselves from exile?
It works quite well with Argent Sphinx in standard. People who enjoy building funny decks could probably make this happen with some kind of ramp deck focused around mana rocks and such.

Jhoira and Decree of Annihilation have spent years in each others company without either getting banned. It's one of those really mean combos, that everyone hates, like Teferi/Knowledge pool, except its more interactive than either, and doesn't happen immediately giving clever players opportunities to respond to either the mass LD or the bomb that follows. Decree is a better card in Jhoira regardless, because Jhoira's abilities won't notice the mana cost difference between these cards, and decree has that additional functionality that makes it playable even without Jhoira.
I will admit that Decree of Annihilation doesn't hit planewalkers, and that might be significant. Then again, the bomb you suspended with Jhoira enters the battlefield with haste and should overkill bothersome planeswalkers anyway.
You don't ban cards for their redundancy with other cards. If either card deserved a ban, both cards would deserve a ban.
I already posted my thoughts about this card in its preview thread, but I shall repeat them here:
This card is insane; what was WotC thinking when they made it? In my opinion, it is simply too powerful, as it is basically an even better version of Decree of Annihilation, was which itself insanely powerful. I, also, hoped that it is banned in EDH because it could provide incredibly easy victories for the player who casts it, especially given that red is one of the colors that excels at mana acceleration (i.e., two castings of seething song would enable a player to play it well before they controlled nine lands, and have one mana remaining for a casting of shock or lightning bolt to finish off any remaining players).
Plus, many of its effects are completely out-of-color for red, such as altering a player's life total, exiling permanents rather than destroying them, being able to affect enchantments, affecting creatures in a manner other than dealing numerical damage to them, and affecting cards in graveyards. If this card had been black/red, rather than mono-red, I would have no objection to it, and even liked it, as its effect would have made perfect sense being on a red/black card. Why could this card have not been red/black, instead of mono-red?
Although I do not like this card's effect, or, more accurately, the fact that its effect is not a mono-red effect, it has an awesome name, awesome flavor text, and even more awesome artwork, which save it from being a complete loss, in my mind.

I'm confused, are you activating Heartless Hidetsugu in response to casting Worldfire? If so Hidetsugu's ability resolves first, and then Worldfire resolves exiling your hand, your lands, and Hidetsugu himself. Leaving you and with a target on your head and two or three other players who are jonesing to punch your ticket.
Or maybe your somehow getting fourteen mana, floating all of it, casting Worldfire, and then casting Hidetsugu, which would work, but also requires fourteen mana which you may or may not have on turn ten, give or take some sol rings, mana crypts, etc?

I think he just means that both do significant harm to everyone on the table. Just imagine someone controlling a Heartless Hidetsugu and going, "Are you really going to attack me? I can tap him. Don't make me do it!"

Nothing that hasn't been said before, but I'll reiterate anyway: Awesome effect for when you want to burn everything. Too bad it will likely be banned in EDH.
