That's how replacement effects work. They stop something from happening by replacing it with something else.
For instance: With Thought Reflection out, when I draw for turn I only put two counters on Hoofprints of the Stag, one for each card I actually drew. The way you're explaining it you would get three counters because you'd get one for the draw that was replaced, and then two for the cards you actually drew.
Basically, things don't trigger off events that don't happen. The creature never dies, because it's exiled instead. That word is very important.

The voice of resurgence is amazing; I am not certain that I can fit it into any of my current decks, but it is nevertheless an awesome card.
And the reprint of putrefy is both appealing and not-so-appealing, as it was recently reprinted in Izzet versus Golgari, but this now means that I can have four copies of it, and each copy shall have different artwork! That is certainly very awesome, in my mind.

However he is not legendary. Rite of Replication works very well with him. Keep an eye out for it in EDH. Your Rite only costs 7 to cast and you get 5 cafds banned for the table make something like Time Stretch castable.

Unless you ban every wrath that can be played, a Rite on Council in EDH will just result in them all dying in a few turns. I'd recommend just using it as Meddling Mage / Nevermore #3, or as a nice discount for an X spell. Kick your Rites on fair things, like Vela the Night-Clad, Regal Force or Sylvan Primordial.
