Ok, let's start with the fact that you're not playing Bob in the same deck as Tinker and targets, because that's just silly when you factor in Ral, Jace, FoW, and so forth... If you are, there's a decent chance you die to it before it kills me.
Snapcaster is only played in some lists with Vault, and as a 1-2 of then. Clique is also generally a 1 of.
The fact that someone has the infinite turn combo going, doesn't mean they win the game, unless they are doing it with Tezz, because he's assured to kill you with a bunch of 5/5s very soon. However, if they have something like Mana Crypt or as you've suggested Dark Confidant in play they might just die to their own triggers before they are able to kill you and then it's fine to just make them go through the turns until they kill you or die themselves. It's even possible they deck themselves if it's late enough in the game and enough of those threats have been cycled through already.
If you're playing against red, and you have any suspicion that they're holding a Lightning Bolt, you +2 your Jace instead of brainstorm if you don't have a good answer for that Lightning Bolt. Seriously, if someone looks at your side, sees red mana, and doesn't consider the possibility of a Bolt, they're just bad, and basing the quality of a card off of them is meaningless.

Yeah.... I can tell you don't even play vintage. Infinite turn is infinite turns, and you will win. PERIOD. Whether you draw all the cards you need, or attack over and over. Cliques are used in 3's or 2's. There is absolutely no point in running 1 Clique. I've been in games where the opponent is at death's door with bob's and crypt, but drawing a card everyturn from key+vault, they eventually found the top, and then got the tinker to sacrifice crypt into blightsteel, or tendrils to keep themselves alive and yawgmoth's will to win. Infinite turns lets you win on the most fundamental rule of the game... I DRAW MORE CARDS THAN YOU, THEREFORE I CAN MAKE MORE DECISIONS AND THUS WIN THE GAME AKA CARD ADVANTAGE.
You also have access to Red which means REB, Smelt, Ingot chewer,magus of the moon, G.shaman and other disrupt cards. Ral can also untap Tolarian Academy or Library of Alexandria. Sure if you play Jace first you can +2 him. Ral answers Jace without sacrificing the initiative by casting your own Jace. I think they will fight for board control, and against workshops I can see Ral doing way more, as he can bolt the lodestone, tap down Trinisphere, untap under tanglewire, and gives you access to red's artifact hate. A planeswalker that can go against shops, control, aggro, & dredge without being boarded out is awesome.

I'm really sad that Melek costs 6. For that CMC, I'd probably rather have Niv... looks like I'm not replacing Nin as my Izzet Commander after all. Pity.
so yea, ral seems nuts. The last PW I saw with similar abilities was ajani vengeant, and he was boss. his +1 can let you tap a blocker and untap one of your lands. He's reusable removal, and his ultimate can easily win the game on the spot (when's the last time you took 2+ extra turns and didn't win?)

Just try it, I just flipped a coin 5 times and it came up heads every time. I even switched between having heads on top and bottom. I know its all random but hey its completely possible. Ok just did again with a different coin and got all five heads again. One last time and only got tails once.
Ral seems pretty good, just for the potential reusable Lightning Bolt. His +1 allows you to have 6 mana on turn 5 for sorceries/creatures, tap blockers, and give "vigilance". He can even untap creatures with Tap activated abilities.

Good old wizards take an effect which is loved (taking an extra turn) and then adding something mostly hated (coin flipping). Five coin flips balances out the odds but can't wait for the rage quits from opponents when someone gets 4 heads (followed by "You only won cause you got lucky") and the obligatory magic online is biased threads ("I played Ral ultimate and Mtgo said I only got one head. Why does this always happen to me?"). Sigh.
On the plus side, Fuse cards look cool. Can't wait to see what Beck and Call's megacycle looks like.

Tamiyo stops the permanent from untapping, Ral doesn't. That's a huge difference between their abilities.
Maybe you haven't read the card either? It does not freeze the permanent he taps, sadly. So he is more like Ajani Vengeant.
Ajani doesn't tap the target at all. He just keeps it from untapping. So if anything he is mildly similar to Tamiyo's + and mildly simular to Vengeant's -.
Are people seriously stupid? Ral Zarek is *** ridiculous.

standard he will be a glorious "build around me" piece, especially in RUG and
America.
