I really don't see this being Mother of Runes at all. I could see Mystical Tutor (already been printed) or Force of Will (doesn't feel as likely). I think it's defiantly a blue card.

Mom and Noble aren't bad guesses, but it's Control Magic for sure. The original Control Magic had some guy, in his study, shooting blue lightning out of his hands. And both of their foreheads are prominently marked.
Also, when it comes to picking which cards in the product get the new art commissioned, the cards that NEED it always go to the front of the line. (Black Vise, Ivory Tower, see a pattern?) Whatever they pick from 1993 and 1994 is getting new art if it doesn't already have it. So, Control Magic.
I have a feeling that the artwork is Control Magic. The reason being, the first deck to win Worlds in 1994 had Control Magic in it. Zak Dolan - Angel Stasis. That original artwork also features blue magic coming from the person's hands, plus there is that same skull in the background. It just seems so familiar!
I think it's Control Magic, but, like most people I'm sure, I wish it were Mother of Runes or another card that's more useful. Some people probably use Control Magic in EDH, right?
Psionic Blast is my call for the previewed art based on where the action is focused (i.e. about to cast something vs Control Magic's relative lack of action. But that'd be my second guess.)

I dont think they are going to print any card whose value is over $10 or $15 if the MSRB is $30. My guess is that its going to be a bunch of cards that mostly see play in casual formats like EDH and Cube, especially in Cube.

They would reprint force but in this product the price would not lower the original price and the original would be fairly constant. Now if this were force of wil in this FTV this copy would go through the roof

Because all that really means is 'old person doing Magic'...and let's be honest, while it would not pass MTG's usual art Standard, this art could probably be used for a majority of all the Blue Cards ever and some of the White, Green, Black, and even Red ones if a different company with lower standards than Wizards was told "This is what this card does. Give us some kind of art for it."
This could a gender-switched Old Man of the Sea. It would get a lame rating on Gatherer for not having water in the art, but it theoretically could be that.
It could be Argothian Enchatress too. It could be Promise of Power. I'm just saying....it is art that shows Magic. This is one of the least predictable spoiler arts they've given us ever, although I STILL say the logic supporting Control Magic seems sound. But you can't look at this art and say "I would bet my life savings it is this particular card."
It actually could be art for a Red card. There only probably 2, maybe 5 Red cards EVER that it could be plausibly excused as, but it could actually be Red, and that is wild enough to show that, indeed, this art portrays a very Generic Wise Old Person Fantasy Magic Library scene, and it's kinda funny to look back at the speculations in that light...
One of the few Red cards it could be is Jaya Ballard; a really old, really mellowed, for some reason retconned the heck out of Jaya Ballard. Oh, sure, Red Mages would UP IN ARMS if Jaya got this art.....but it would be something you could actually explain with Jerk Lawyer Debate skills, if you cared to try to make people buy Jayas that looked like this.

Commander's Arsenal's MSRP was $79.95. TCG low, the singletons sell for 240.70 as a set. Assuming Wizzards cares about the secondary market (and I don't think they do) the ratio's should be similar. So the value of the set on the secondary market should be $120.
Comparing it to the last from the vaults, TCG Low is $116 for the MSRP of $35. With those ratios, the value should be $132.
Same math with legends, TCG Low is $107 for the MSRP of $35, so it should value at $122.
To everyone that says "OMG it's got so much runes on it, it's gota be Mom!": look at THESE for a couple of minutes, then tell me where the heck you see any rune in that art? Find me a single one, I'm waiting! ;>
I don't possess a vast knowledge of old cards, so I won't speculate what card it could be, but come on - it just SCREAMS "manipulation"! It don't necessary have to be Control Magic (though that seems pretty plausible), but I'd bet it's:
a - blue spell;
b - something to do with manipulation (not necessarily creature manipulation) or stealing things.
And I would be personally dissapointed if this art would be for Mother of Runes. Not that the card is bad (it surely isn't), but the art does not fit it. At all.

Thanks for doing that math If this were a Standard release, where the highest point value would by no means be the guaranteed longterm value, then I would not want to pay a cent over $115 for this box (I'd be really proactive on looking for deals because some things would lose value over time as other things gained, and there'd be little telling ahead what flops or skyrockets)
But since this is a Vault set, there are firstly Additional Historical reasons to buy. I'd actually value an Ice Age Necropotence at twice what the supply-demand numbers say it is worth. I'd value the Foil FTV one...maybe not TWENTY, but I'd be willing to be persuaded it was in the 12-15 range. If it were less banned, the Foil WOULD be upwards of 20 to me...and to many others I'm sure.
The Vault set sells not just cards to play with, but pieces of history, which I factor in if/when it delivers this promise. If MSRP math says I should expect this at $122-132 going by other Vault sets, then while I of course would love to get it cheaper, if I can't find it cheaper, $140 could be a fair price to ensure I get one box, assuming that Control Magic is one of the least epic things in the Box.
And I think Wildfire should be highly placed on people's radars for Rumors, because I cannot think of many Red decks, let alone Red cards, that have gotten all that famous. What Red has to brag about, has pretty much already been Reprinted. I don't think there are any non-reserved chase Red cards, really. A chase card that also won a prestigious tournament? The thing doesn't exist.
