Instant
Target instant or sorcery gains Cypher.
On one hand, it would require you to have this and an instant/sorcery in hand plus a creature in play to have any value. On the other, it could make for some fun interactions.
i feel that may be a bit too good to be true..... cypher mind sculpt onto stalker is obsurd.... except for golgari or reanimator

A cipher card like that is not all that great in anything but standard, since anywhere else it's extremely open to simply 2-for-1-ing yourself. Or more, potentially, since the opponent would probably destroy that creature as a response (at that point, 3-for-1).
I think the problem is people judging it for standard. With that in mind, there really isn't a lot of hand disruption support, or draw/discard punishment cards.
As far as cipher though...here are a few ideas: Invisible Stalker - The obvious one, sure, but damn! Hexproof, unblockable, and collecting spell effects until you sweep...LOL! Harbor Bandit - Not nearly as good, but a little more aggresive, and cost efficient for the P/T ability ratio. Tormented Soul - Get some quick effects on him, and although he'll die, he can start the game up early(depending on the effects). Good early game plan maybe? Elguad Shieldmate - Can totally protect tormy or harbor if they are on a roll. Lone Revenant - The control choice, as you are going to worry less about his ability to get in, and work more on making him the go to for when you CAN get in.
This isn't even considering other methods to make this work like Flying, and Islandwalk(there is a ridiculous amount of support for islandwalk right now). This makes evasive creatures super scary.

That would be easily abusable, I don't think we'll going to see easily breakable cards with Cipher.
I expect overcosted versions of: Doom Blade, Mind Rot/Duress/Despise, Mill 5 or so, Draw 1-2...
Easily some of those: http://magiccards.info/query?q=CT%3Aninjutsu&v=card&s=cname
Those are fine for me the mechanic has potential, but it's not gonna be absurdly broken, Wizards is gonna take care of it.
How does this work with Creeping tar pit? Does it stay encoded after the tar pit becomes non creature or does it fall of like enchantments and equipment?
Pretty much the same as +1/+1 counters. Makes not much sence to work any other.
But to pull this, you require a ton of mana.

Yes, they might be careful with the cards to add cipher on.
Makes most sence on cards that effect all players. Kind of like Innocent Blood and the like.
If the spell is too strong it becomes a ridiculous annoying mechanic as its easily snowballs.
What strikes me is the insane splash *any* cipher spell will have: you can use it twice in a turn. I mean ignore the engine aspect for a second, and realize the for 2UB here, you can have two windfalls in a single turn, that is extremely explosive, cascade on crack levels of power plays. Triple it with double strike as said before. The emphasis here isn't that you can make an engine out of a card with invisible stalker, so much as the fact you can assuredly use it twice the turn you cast it.
I must say, this is probably their ballsiest reminder text, putting everything they said about obsidian fireheart to shame. Sure, encoding will probably be a defined word unto itself like attaching or paired or whatever, but the nonobviousness of it coupled with the "Then you may" phrasing makes it wildly unlike what you'd expect off a keyword
Spike: I can use a spell twice in one turn, explosive!
Johnny: I can repeat a spell as an infinite engine!?
Timmy: 6 CMC Rare! What does it do again?
Am I the only one imagining a creature at rare or mythic (maybe even Lazav, although I'm not sure that would really fit the "shapeshifter" flavor) which a) is unblockable and b) has "spells you cast gain cipher"? Cos that what be really awesome.
And literally broken/banned in every format.
Too many spells should never be Ciphered. Especially ones that grant extra turns.

I'n on the fence about this one. This looks like a really strong mechanic, definitely sexier than the others on paper, but it remains to be seen how well it plays. I wonder whether we will see any versions of Cipher on instants, as otherwise invisible stalker/ spirit decks will be the main guys looking to utilise it. In limited, Ciphering will just lead to loads of 2 for 1's people will be able to play around them.
The pre release will be interesting as this seems to be the combined complexity of nivmagus elemental and haunt, both of which confused players about how they were meant to be played. I guess at least one mechanic has to have some complexity.
Would this work? It stops being a creature in the end of turn, so the encode might break.
Until there are official rules on Cipher we won't know for sure, but in all likely-hood Cipher will behave like Haunt did, meaning that a keyrune/manland will still be encoded even when it is no longer a creature. The ability only cares about type when it is put on the stack initially and when it is resolving. After that the permanent will continue to be encoded.

Its not a 2 for 1, you still get the spell before you encode it.

• More people mentioning the totally original thought of comboing this with Invisible Stalker
• More people mentioning other hexproof/shroud creatures, which leads to...
• More people mentioning that this also works with shroud
• More people hating on the art
• More people coming up with the totally original idea of a creature and/or enchantment giving other spells cipher
• More people misspelling cipher "cypher"
• More people mentioning that this card should be at "instant speed" (i.e. idiots)
• More people mentioning that WotC is ruining the game
• More people praising WotC
Seriously, folks. Get on that. You're completely disappointing me. Also, because I don't think anyone's mentioned this yet, but has anyone thought of comboing this with Invisible Stalker? I know, mindblowing, right? Can someone nominate me for the M:TG Hall of Fame now, please?
OT: Fun mechanic looks like it'll be a fun mechanic.

Seems like this thread also needs more complaining.. sheesh.
But to comment on the card.. The great thing about the mechanic is that it's a "may" ability which makes it tasty gravy. I dig it.
Origional idea then lord hokey pokey. This + LOL troll = you just dump your hand full of creatures then draw more cards rinse wash repeat and trample gets in there for damage. Arguably lol troll is better than stalker as it can survive board wipes. This card can provide ample fuel for deathrite shaman also.

That is a hilarious idea, one that I don't think will see much play (we're talking about a 4 drop to trigger and if stopped ruins the combo), but there's potential in BUG if blue-black gets more effects like this.

I like Cipher, definitely the most interesting mechanic in GTC. I'm really curious as to how they will use it with other cards.
Whispering Madness itself is pretty bad, though. At least the other 4 cards are good in Limited. But I guess every set needs its Search the City...
Good times!
Servien
Chaos' Realm
Escalation of Chaos
Tales of Cahdaria
Enigmatic Distrubance
