While this card itself might be an unplayable common thats just draft fodder or whatnot, if U/W is really getting Populate as a set mechanic, cackles would be a card to keep a good eye on. Because the Populate mechanic isn't terribly impressive when its making more 1/1 flying spirit tokens, but when you can use it to clone your own beater a second or third time, it might be useful if its put onto any fair priced cards.
And how many methods of generating 'good' tokens are there in standard?

You also need enough creatures worth copying for 1UU to make it a real thing. If delver stops being good once vapor snag + probe + ponder goes away, then maybe at least you don't get tempo-crushed by unsummon in response.
That said, populate starts making entreat the angels for WWW2 or WWW4 look a lot better. Shame we can't play the mechanic alongside blade splicer short of modern. I'm gonna go ahead and say that if populate is a thing, NOW is the time to invest in entreat, because entreat is probably the most powerful populate engine available unless we get call of the herd back.

But anyway, depending on the pieces here, you'd really wind up with a deck thats *incredibly* precarious, something so fragile that a good chunk of your cards depend on having setup from other cards, which is almost always a recipe for disaster. When that condition happens to be the most easily controlled one (creature removal / wipes), its a house of cards. So it would take some *good* populate cards to make it a meaningful mechanic.
And who knows, maybe development will have considered exactly that and given us some *good* populate cards?
Do you not remember when Gideon's Avenger and Furyborn Hellkite were spoiled WAY before M12 came out? They were pasted onto cards badly too and everyone screamed "FAKE!", but believe it or not, the completely legit looking new cards that had nothing wrong with them (like this one) ended up being real.
I once farted during the final match for prizes at an FNM. It was a tense moment, everything was quiet, control vs control, I was about to mana leak, thought about it.. and farted. Then mana leaked.
The only precident to this is the zendikar treasures, which was intentional. This makes me think that WotC is actually doing this in secret, where there are 5 cards spoiling the 5 different mechanics somewhere in the multitude of M13 packs. (edit: 1 of which has been found)

If this were a PR stunt they wouldn't be inquiring about the booster's serial number in order to trace the card. Plus, there likely would be more of them out there.

Also, M13 has that league thing going with the (promo) goblin token. Well, it's been said the next one will have a Knight token. Just adding to the token copy discussion...
Hmm. I'd be fine with this being real but another slightly skeptical thing is the double reminder text of both populate and indestructible. You'd think in an expert set they'd only put reminder for Populate.
I think what is most interesting about that card is that it's 19/~270...I know white usually comes first, but it's an R card at 19. Is that normal? Maybe there's a very small number of Monocolored Cards in this set, and a lot of multi color?

They probably will. But the best Populate.dec will surely be G/W and I doubt splashing for a UU card will be worth it.
