Well it certainly needs new artwork. But with Monomania existing, the two extra mana would probably make a big difference. :\
Wit's End is the PERFECT answer to your opponent's Monomania however.
Just hold on to your Wit's End when they Monomania, so you can Wit's End them on your next turn!!!
I think this is fairly reminiscent of the "Jace Battles" we have seen in past standards.. My guess is we will soon witness the great Monomania-Wit's End battles.

Darn, this is bad. I'm not a huge fan of black but I do like discard. Honestly, a 7 mana cost card needs to do a lot to really be good. Compare to Mindculling.
I would have much rather had a card that hit all opponents or one that also made the player skip their next draw step.
I guess if those were really the only alternatives, you'd be right. A 1-dimensional format with good cards is worse than a multi-dimensional format with bad cards.
But nobody is looking for a game where either of those situations is the ideal. Persecute was and is a very balanced card, and Mind Sludge may be very, very good, but is only usable when MBC has a lot of other support. Multi-discard is exclusive to black's part of the color pie, and more importantly, it's a critical element to making black control workable, so they shouldn't print so much crap to fill that role. White gets Day of Judgment every time, it shouldn't be too much to ask that black should get a good card to fill its central identity as a color every set as well.
If Persecute or Mind Sludge are too good, they should print something that at least approaches that power level. Wit's End is a joke.
They could make an anti-Monomania, for example, where you get to choose the card they keep instead of them. That'd be decent at 2BBB, or something.
Like to point out, DoJ isn't in this go-around.
I love the name, love the effect, hate the cost. Better have something to do with Bolas in the new art/flavor text . . .
Mind Sludge would be so much better with her theme :/.
That's the Liliana theme. I wouldn't be surprised at all if Wit's End was a Bolas-flavored card. I actually would really enjoy the throwback to Nicol Bolas if the new art and flavor text wrap it up in a neat little package.
Missed opportunity otherwise.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

Just pointing it out, smiled a bit when I saw it in person
Nonetheless.. Not too sure what I think of this card, in Commander it must be devastating to get hit by, then in normal play? It feels a bit costy, but I think it can do some damage to non-blue control decks.. Against blue I take it that it would just face a counterspell

That's almost as terrible as this card. Almost.
Yesterday, I opened 2 copies of this (1 foil) and I won the prerelease!
Yeah, I'm a boss.

Seriously, EDH-wise I'd pick Monomania over this.
So target the blue player with it, preferably with Boseiju, Who Shelters All.

It's been noticed about 1,000 times. This is the worst card ever.
I was Golgari before it was cool.
The first time I looked at it, I was like "Oh, Identity Crisis... but costs more, and worse? Junk binder..."
