I don't really see this. Consider the following scenario:
It's late in the game during a match of AVR limited. It's a close game, but you're falling behind. It's your turn and you draw...a Miracle card, which you then cast, turning the game around.
Sounds fun and exciting, right? But the exact same thing would happen if the card didn't have miracle, since late in the game you probably can afford the full cost.
Miracle would "create fun, exciting gameplay moments" much better if it gave the spell a bonus effect (think Gather the Townsfolk with a miracle bonus instead of the fateful hour bonus) instead of reducing the cost.
Fair enough, but I should clarify that I'm talking about the potential of the mechanic as a whole, i.e., the mechanic could provide the kinds of experiences they presumably want if the cards are sufficiently well-designed. Note that I think it also has the potential to be miserable... it will really depend on the actual card designs.
I agree that your idea (bonus effect if topdecked) sounds like it has more potential (though we don't know for sure that they didn't do that... there's a nonzero chance of some "If you cast {this} for its miracle cost..." cards).
I just seriously don't see them banning the single hardest card to play in this games history.
It's skill-intensive, I agree. But Brainstorm was just very good before Miracles reared their heads around. Now, even with Delver interactions, Brainstorm is the best card in Legacy.

You can if a card allows you to. The actual rules will probably look something like this:
If you would draw a card for the first time this turn, you may look at the top card of your library instead. If it has Miracle, you may cast it for its Miracle cost. If you don't, draw that card.
IMO, no. 6 mana for 5 damage isn't that good, so if you were to get this in your opening hand it pretty much is a dead card unless you have something to pitch it to. Burn would rather not have it due to it taking too long to cast if it was drawn in the opening hand. A mid-ranged deck with red would find more use, as they expect to reach a situation to where they could hard cast it.
The mechanic is awesome, just this card costs a mana too much.

That being said: How does this work with Looter effects if you have no cards in hand? Can you cast it before/after its discarded?
If it's a triggered ability, then it would go on stack after resolving Looter, and then it would do nothing since the card is no longer there.
However, I don't actually think they'd do that, a card with self-draw trigger. I think it will work similarly to Madness: as you draw it as a first card during turn, you may exile it as a replacement, then cast from exile (or return to hand if not cast). Reminder text would be simplified to waht's on the card now. Just a hunch...

The operating clause being the bolded one. This essentially says exactly what fnord suggested in fewer words. The card doesn't make it to your hand when you cast it for its Miracle cost.

I' like to see a 1 cost with Miracle blue Counterspell (Note, this is coming from someone who thinks counterspells are mean as heck [Blue Mages have really gotten screwed on counterspells =(] )
