It's not random and it makes you discard two -- its pure filtering.
That said, I'm not sure if they learned their lesson from before and will make these promos also in sets, or if they just think they are smarter and won't design borkenness.
Is this a sign that R&D is shifting looting into red? I remember talk of it.
I think they've said that it was something that made sense in red before, so I'd love to see it shifted to at least a position shared between red and blue.
I see it as similar to how they shifted the pinging ability from blue (where it made no sense, other than blue is smart so it can do everything) to red, where it actually made sense.
The article claims it's dark ascension which makes sense. There has been talk of moving looting into red as well.
I believe this.
EDIT: Looking at this though, I'd be surprised if the final card is rare and bet that the rare symbol is only being used for the promo version.
Indeed Dark Ascension is the only real option. It will likely be published right around DKA's release. Like the Treasure Hunt Promo the gold rare symbol is used despite the actual cards rarity being common. The actual card will likely be an uncommon, possibly common.
anyone who has suggested this card is a rare should think a bit: does this look like a rare power level to you? careful study was a common, so the most I could see this at is uncommon because of flashback. Plus, the promo symbol is gold no matter the rarity.

Wow this card is going to be really good and doesn't even net you -1 card advantage since it has flashback to compensate. I'm sure once in standard many, many red decks will use this.
I would love for this card to be real, but instinct says it's not. Desperate Ravings + Forbidden Alchemy + Ponder + Think Twice + this is simply way too much card draw for a single format to have.
Also, I think this card might break Dredge sideways.

I'm not sure that this card has a place in Legacy Dredge. It can't be cast off of Cephalid Coliseum like Careful Study can, and it's not better than Breakthrough. It's certainly not going to displace Putrid Imp since it doesn't feed Ichorid or fly in for 2. I might see trying it out in place of Tireless Tribe. Repeatable discard is just so good, though, and I'm not often at 3 mana where I could use the flashback ability. Sometimes Tribe blocks keep you alive long enough to win, too.

The -1 cards from the first cast and the 0 cards from the Flashback cast still add up to -1 cards total. You get to see a lot of new cards, but you will still be down a card after having cast this spell from your hand.
I don't see it being much better than Careful Study, but Careful Study was a good card that could speed up and break the crap out of GY based decks, so... Maybe really good?

I'm not expert on Dredge, but IIRC the deck plays something like 4 blue-only lands and 9 5-color lands. Can it really not support this card? Whether or not this card is better than Careful Study enough to warrant replacing Careful Study, or whether you want to play more Careful Studies is a different argument, but the mana seems to work.
