All around solid and a very nice addition to white weenie. Glorious Anthem with Memnites, Ornathopter, and whatever else comes out later on will make for a nice white/art weenie deck. Mox Opal and Indomitable Archangel added in the mix will definitely be worth testing. T1 Flying 2/2, T2/T3 Glorious Anthem for a 3/3 flier, and T4/T5 4/4 to a 5/5 will be nice with artifact shroud, Ethersworn Canonist to derail certain decks.
Esperzoa was talked about in the same light but never ended up seeing much play, but the casting cost on this is so much more efficient. Resetting counters (possibly even at 0) on Everflowing Chalice (but Chalice of the Void is an option too). This will be capable of resetting quite a few items. Basilisk Collar will be an option in WW Equipment.

People are trying too hard to make god hands on turn one and not thinking enough about it as an efficient creature with an abuseable drawback. Resetting counters on Everflowing Chalices and Chimeric Masses is a good start. Along the lines of Contaigen Clasp, how about bouncing something with a bunch of -1/-1 counters to save it?
You can tap something to Grand Architect, then return it with the hawk, then play it again untapped for the Architect to use again.
The biggest difference between this and Esperzoa is that this does something the turn that you play it. To abuse the zoa you had to wait a turn before your investment of 2U did much. This does something potentially useful for W regardless of whatever Lightning Bolts of Doom Blades are thrown at it.

i think the point is that it's a power creep for white. if it was another color, it wouldn't be as enticing.

Skill is an ability that relates more so to the type of deck that's built and how said player pilots it. It also relates to the ability to assess the board and use the cards available to you in the most optimal way relative to each situation.
When a deck is filled with above par cards and every play is solid, there comes a diminishing need to "think" for the lack of wanting to use a better word.
This is very good in limited, but I wouldn't use it in constructed. It relies too heavily on getting a 0 cmc artifact to be useful. If you don't have a Mox Opal or whatever other free artifact you've got, the card becomes too slow. It would be like using a Stormfront Pegasus. And using it to bounce something for an extra ETB trigger is probably not worth it, much like Kor Skyfisher. It's possible that there could be a good combo for this card, but it's not good enough to use as an aggro card.
Ok, let's do a serious limited evaluation. As of yet, we have two 0-cc artifacts (Mox and Mem) and two 1-cc artifacts (Spellbomb and Axe). Mox is uber-rare, so we can't count on that. This leaves us three spells that would let us play the Hawk by turn two. Of course, the number will go up, but my guess would be not by too much.
Honestly, I think it's more likely that it will find more utility in a mid-game artifact resetter (Hello, Tumble Magnet and Contagion Clasp). Or you'll play it on the third turn to bounce a mana Myr.
