We all know Lingering Souls and Squadron Hawk are insane cards, right? Well what if Lingering Souls put 4 power on board for 3 mana, or even 6 power? What if your Hawks were 2/2s or 3/3s instead of 1/1s? Well, Favorable Winds and Angel of Jubilation allow just that: massive, cheap, EVASIVE, beaters. My friend and I have been testing this list out for about 2 weeks, and have been impressed with the results...please comment, we want this to be Teir 1.
Celestial Crusader May also be worth considering. It pumps and has flying. You could also cut three lands seeing as you seem to curve out at 4. If you have any swords they may also work well with your flyers.
Emeria Angel is usually the first one out when SBing, and I LURVEEE elspeth, so -2 Angel, +2 Knight-Errant.
As for SoWaP, I prefer SoFI, especially with Delver in the meta, and the ability to kill a Bob is invaluable.

If you are thinking of hiking the blue creatures it would go without saying that Glorious Anthem Would be better than Honour of the Pure. I would keep the winds and replace the Honours with Anthems.
I would recommend at least a few copies of Spell Snare or Spell Pierce. Playing blue without any counters just seems wrong.. it's one of the biggest advantages of playing blue.
Remove entreat and play shining shoal or maybe psi blast. Both add reach. Plus shoal is sick with a late game procession.
Shining Shoal is so great (the shoals are all overlooked too often).
If I were the OP I would think about a hard ceiling of 3 cmc for this deck, and to not include Elspeth. In Death and Taxes, and Tokens both we have not used her due to being only good in our curve when she is the only thing in hand. Almost every time we would rather it was another beater of some kind- which goes for other 4 drops that only put a single creature in to play.
The other thing that most people agree on in tokens is that you can win just fine with two anthems in play most of the time, and at most 3- anything more is win-more and again we would rather have some more beaters. I would say 7 is the right number for an aggro deck (tokens only need 6 because of the numbers we can get from a single card), but no more than 8. More than that and you the taking away slots that fliers can fill.
I see your point about a ceiling, but have to ask would you consider Angel of jubilation an exception? It acts as a pump, stops pod combo, and is a pretty effective flier. I do think the pw and crusader are a bit much on the curve thiugh.
Yea, I would not use the Angel if it were me. Perhaps as a SB card, but it is a little too expensive IMO, and it is trip-white, so there will be times when it is hard to cast. It's up to you, and if you are really itching to put it to use then give it a try, but it just seems too rich for what you are going for.
This has a nice curve, and some of the most aggressive fliers in the format. A slightly less aggressive version, though perhaps more consistant would take out Skaab Ruinator, and add in Vendilion Clique in it's place; or you could run Geist of St. Traft, as well. I have obviously not tested this (especially since favorable winds is not on MTGO yet), but it looks decent on paper.

A) I am not planning to make the deck, I was just giving an idea of what I was talking about.
B) Prob right about the Anthems- I was not putting a ton of thought in to it.
C) Not only does it mess with the curve in a way I really don't like, Avenger is very good. I would not swap it for Spectral Procession even if I was not running Vial.

I did not think you were attacking me, just telling you why I was not really working on the deck (as in make changes and test). I really just tossed it together this morning in order illustrate the advice I was giving in earlier posts.
Looking thru my collection I found a few possible cards. My favorite is aven mimeomancer Its a 3/1 flier for only 3 that pumps the power of just about any creature in this deck by 2 every upkeep.
The next 2 are not as good but could see play perhaps. Illusionary servant a 3/4 flier that costs 3. Most removal that can target it would kill it anyways. Colors are a bit restrictive though. Lastly is Illusory Demon this card is strong, but has an equally strong disadvantage. However as a 1 or 2 of it could maybe work.

Might I suggest adding 2-3 Elspeth, Knight-Errant? She seems ridiculous in any deck with lots of creatures like hawks and tokens.
Sword of War and Peace might also be good to add to the deck.
