Weiss Schwarz Sets
Accel World, Angel Beats, Familiar of Zero, Gargantia on the Verdurous Planet, Guilty Crown, Kill La Kill, Robotics;Notes, Sword Art Online.
Chaos Partners
Arpeggio of Blue Steel: Iona, Kirishima, Kongou.
Dangan Ronpa: Asahina, Togami.
Freezing: Vibration: Chiffon, Satelizer.
Vanguard Clans Favoured
Angel Feather, Dark Irregulars, Genesis, Neonecter, Pale Moon, Shadow Paladins, Tachikaze.
Carrion Feeder sac one of your tokens for a permenant buff to this guy. Sort of a nice way to recycle those tokens that would die anyways.
Viscera Seer a little topdeck manipulation off of those tokens.
Krovikan Rot a kill spell with recover. This can give you some cards for your commander's discard ability and or just be used as kill. It might be worth replacing one of the red burn spells for. (I should probably RTFC... uncommon)
-------------
A few cards in your list you might look at:
Brain Gorgers with this guy if you put him in with madness off of your commander the opponent who you targeted the -2/-2 with can sac the creature being targeted to counter him... I dont know if that is a dealbreaker but it makes him worse.
Seal of Fire - I just dont know about the seal... 2 damage is sort of meh. I guess it has the whole don't come near me as I have this ready to roll but your commander sort of already serves that roll just by keeping some mana up. I don't know...
Nice list, you might check some of your links though for spelling as a lot of them are off by a little. Some of the red burn sort of worries me as to if it is powerful enough... You can always discard a Doom Blade for a -2/-2 to kill a black creature so I would be looking at more black kill spells personally.
EDIT: I would encourage you to run Twisted Abomination as you mentioned him. He is huge, he can regen, and you can cycle / recover him sort of easily. He is a good creature all in all.

I did list on word and for some reason apostrophes weren't recognised hence why it screwed up all links. Very odd. I did fix them up and shifted Skulltap.
I like both seals for the rattlesnake effect. I know fire is the weaker of the two, but in pauper commanders are generally weaker so it should enough to deter the commander from being cast too often.

My thoughts on the matter being that if you get a black kill spell that wont work for the situation you pitch it to your commander for the -2/-2 effect. Strangling Soot seems really realy good due to its flashback effect allowing for 2 uses.

Kiln Fiend has been sort of weak in my experience with it and I was playing it with Izzet... I dont think he can get big enough to do much and he dies to like everything. I think Carrion Feeder will likely be much better than Kiln Fiend.
EDIT: ... I just realized I dont have Mana Geyser in my Izzet.... I am going to have to go fix that...
EDIT 2: also if you are afraid of someone strapping Diplomatic Immunity down I would say load up a few more wrath type effects. Swirling Sandstorm has been good for me so far as a makeshift wrath.

It's a good idea, I forgot that card existed. It's also certainly not a 1 drop, but still has some nice inevitability. Phyrexian Rager seems like would be outclassed by KD, although I could back on removal for it..

I played a bit today (mainly with Agilis), this deck worked quite well and the madness theme made many discard cards redundant. Pestilence also managed to steal a game or two.

Hummm.... I personally sort of dislike Reckless Abandon. I wonder if it would be better to cut that than Ichor slick. Aftershock is definitely a good card to add in.
Flayer Husk has been underwhelming as well so I could see it going. I had higher expectations for it at first but I have found it more or less just the +1/+1 equip with a slight boost to it. The 1/1 body is hard to really utilize for anything more than a chump block.
Leonin Scimitar for Bonesplitter also sounds good. In my experience getting those sort of chump guys up powerful enough to take down something decent sized is really huge. If you end up spitting out some tokens with your commander who really cares if they die so you might as well strap a little more power onto them.
Also have you considered Soul Burn in here? It is sort of nice as it works with black and red.

I don't have an Aftershock to use yet, but I have that planned to go in.
I've replaced Leonin Scimitar with Bonesplitter, Flayer Husk with Dimir House Guard and Okiba-Gang Shinobi with Soul Burn. I was finding myself never wanting to cast the Shinobi, I would rather just hold back to kill a creature than all but tap out. There were also few times I had a clear board to use it.
In 1v1 the deck is very strong and in multiplayer I came 3rd (out of 5) in one game and 1st in the other. It was interesting in one game became the Archenemy effectively after killing first two people then last two doing best to take me down. Pestilence was also a house whenever it appeared, it does not feel common with how it can dominate the table.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

I recently discovered Bone Splinters which is great value with guys I want to die and the goblin from Rakdos Guildmage which dies at EoT, should be useful and will deck more synergistic. Ichor Slick was removed for it due to its high madness cost.

I still think ichor slick is good. Instant draw removal sounds nice
It is still good, there are many many good common black removal cards. What would you remove? Reckless Abandon will likely be coming out for Aftershock, so that's not an option (which is in mail now). Burst Lightning might be worst burn/removal spell left (aside from seal of Fire, which i really like) or Cackling Fiend, which just doesn't do that much.

I've made a few changes to deck, although none should be surprising. As my first pauper deck, this one lacked some core cards and didn't run as many fireballs as it could, this is now changed, although it still needs two black staples all my black decks needed.

Rakdos Guildmage
Introduction
I've seen several pauper lists and it interested me enough to try my own hand with my favourite guildmage and persuade people at my local games shop to also try it. I loved using Rakdos Guildmage when he was in standard and as a general in a reduced power format, he has everything a lot of blue decks could ask for, a threat and removal package built in. All he lacks is card draw, which the deck tries to compensate for and to get the best out of madness and sacrifice triggers. If this works out well, I'll make decks for the other 9 guildmages and try persuade my friends to join in the format.

22/11/2012
Snow-Covered Mountain -> Rakdos Guildgate - A good source of colour fixing in a deck that cares about colour. I already have sufficient snow permanents.
Shimmering Grotto -> Transguild Promenad - Rupture Spire Number two and essential for meeting intensive black costs without wasting mana filtering.
Burst Lightning -> Disintegate - More X spells will help close the game and can be pitched to general.
Bonesplitter -> Whispersilk Cloak - Shroud is very important lacking in this deck otherwise.
Vulshock Morningstar -> Unhallowed Pact - The general can make an army, they don't need to be strong to succeed. This will let me my opponents creatures.
26/11/2012
Victim of Night -> Murder - A strict upgrade.
19/06/2013
Snow-Covered Swamp - Bojuka Bog - There are enough snow-covered lands to allow one to be removed for graveyard answers
Darksteel Ingot -> Rakdos Cluestone - Strict Upgrade.
Urborg Syphon-Mage -> Gangrenous Zombies - A backup one use Crypt Rats.
Igneous Pouncer -> Chartooth Cougar - The pouncer is too weak and cougar also has firebreathing on a 4/4 body, so a stronger win condition.
21/06/2013
Hearth Kami -> Shred Memory - Both transmute cards should always be used.
04/12/2013
Plague Spores -> Read the Runes
Snow-Covered Swamp -> Opal Palace
New Inclusions
Dark Ascension
Fires of Undeath - This will at least the third removal spell with flashback, which also works well with Commander's discard cost.
Haunted Fengraf - Since it's release this land will be almost always be an auto-include for pauper Commander, it functions as a spell and is mana until needed.
Avacyn Restored
Unhallowed Pact - This adds an interesting dynamic and lets you use your opponents Eldrazi and game winners.
Magic 2013
Murder - Quite simply one of best pauper removal spells so far.
Return to Ravnica
Rakdos Guildgate - A good source of colour fixing in a deck that cares about colour.
Transguild Promenade - Rupture Spire Number two.
Dragon's Maze
Rakdos Cluestone - A good mana rock that can be sacrificed when not needed.
Theros
Read the Bones - Very good value and further card draw.
Commander 2013
Opal Palace - Useful in any deck that runs Pestilence to allow higher values to be used without killing the Commander.
Cards I need or am on fence about:
1. Cadaver Imp - Really vexed on this.
2. Ghoulraiser - There are enough zombies, but vexed, like with imp.
3. Grave Exchange
4. Driver of the Dead
5. Evincar's Justice - Considering whether it is needed.
6. Shattering Pulse
7. Slagwurm Armour
8. Urborg Uprising
Strong cards that aren't being used intentionally or were cut
Igneous Pouncer - Basic land cycling with weak body, but haste.
Plague Spores - Good value, but expensive.
Pyrotechnics - Removal that can be divided.
Ridge Rannet - Basic land cycling with strong body.
Victim of Night - Removal.

Those three are probably the worst of your burn spells. You might consider how replacing them with some black removal might pan out such as:
Agonizing Demise
Chill to the Bone
Dark Banishing
Expunge
Eyeblight's Ending
Hideous End
Rend Flesh
Strangling Soot
Victim of Night

I already have two of those you listed, but your reasoning makes sense. My focus on early drops was to stop a creature being made invulnerable with say Diplomatic Immunity.I'll put in Victim of Night, Twisted Abomination and Dark Banishing.
So I'll need to still consider Carrion Feeder and more black. My mana base was skewed the right way at least.

It's a good idea, I forgot that card existed. It's also certainly not a 1 drop, but still has some nice inevitability. Phyrexian Rager seems like would be outclassed by KD, although I could back on removal for it..

I believe Flayer Husk wouldn't be terrible to remove for Dimir House Guard and potentially Leonin Scimitar for Bonesplitter, although both are certainly useful in different situations.
[CARD]
Aftershock[/CARD] is also a valid idea over Ichor slick.
