For whatever it is worth, I stopped running the salvaging station/hannah 1 drop shenanigans in my Rasputin for now. (Including Voyager Staff). I think they can be strong, but it just durdled to much here. I am going to give them their own deck to showcase in. (Witch-Maw Nephilim or Damia... Reaper king artifact shenanigans has been taking to many pieces to work properly)
The more explosive 'proper' ramp and draw seems to be working much better here. Rasputin was a 'dead' card too much before. This deck is on the back burner right now but if I give it more oomph i'll post my list.

Nah, the Reaper King was for artifact shenanigans, but unless I went full storm combo the core of cards I wanted to use wasn't going to work. If it was more blink Rasputin - while not good, wouldn't have been bad. The deck was mostly colorless and generated a fair dose of colored in the pool. It's a durdely draw/recursion Witch-Maw Nephelim now, its actually starting to get some wins as I figure out how to be more crafty with it and not piss my opponents off too much before I get some solid engines going on.
My Rasputin is no more however, I ruined it last week to salvage parts for Prime Speaker Zegana. She is very fun and is way outperforming what I was doing with Rasputin, so she gets to keep his blue. Which leaves Rasputin sitting on the sidelines.
I did really like U/W blink and might try an america colors flicker if I can find a general I can cope with, which also gets me Rasputin back in my 99. (I dream of making a flicker deck that abuses Porticullis... and I probably need red for that).
But uhh yah to keep the post on point - big explosive spells for draw seem like the definite way to go in Rasputin.

Do you have this problem at all with your list? If so, then yah, I think more draw*, if not then you should be fine.
*Edit: good draw also ensuring you hit all your land drops.
It seems you have 3 good draw spells outside of creatures - how have they worked for you, another good one could be recurring insight or any of the x ones. When I packed them in before, one of the draw spells would usually get me to my next big draw spell, I had a lot more gas. My sample size of games was small though.
Merchant Scroll or mystical tutor to search up one of your existing draw spells, blink, or bounce could be good too.
Some other random cards that were good in my 'battlecruiser' meta wereGilded Drake, Sower of Temptation, Phyrexian Ingestor as Duplicant #2, and Steel Hellkite as a mana outlet, or Draining Whelk. These were mostly all responses to big things my roomates like, although the latter ones are good on capturing some of that Rasputin mana.
For more versatile cards, have you used Trickbind much? That and Arcane Denial work overtime in a lot of my slower blue decks.

I've actually felt the deck was pretty powerful lately. I never feel like I'm running out of resources or anything. I wish I had a Gilded Drake and some other expensive cards for the deck. I actually cut Phyrexian Ingester for the new white Primordial.
Yah I really have no gripes with your list. It looks fun and potent. One other thing I forgot about is the possibility of using Future sight, or possibly magus of the future to extend your reach or to draw x with sensei's. The latter was always a fan favorite (Krosan Grip Favorite).

I ran Future Sight for a while. It was always awesome when it survived. I miss playing it, but it always put a target on my head. Magus of the Future might be better actually. You can recur it with Revillark or Karmic Guide but it dies easier.
I cut Sakashima the Imposter for Glen Elendra Archmage. I've also updated some of the formatting on the first post. I hope this makes the reasonings and explanations easier to read.
Another update. As per someones suggestion, I don't remember who, I added Mortarpod in place of Jitte. They have the same mana costs, and Mortarpod allows me to search for a sac outlet with Stoneforge Mystic. I think this will increase the power of the deck as I've never wanted to tutor up Jitte since I added it.
Well he seems like an obvious inclusion but I dislike how he exiles the instants and sorcery. With cards like Archaeomancer and Mnemonic Wall I can recur them over and over. This is more mana intensive, but with Rasptuin filling in all of the colorless mana its not too hard.

Okay well Karn seems to have a lot of support. What could I add for Treasure Mage? Should I add another flicker engine? Mistmeadow Witch perhaps? I could always just re-add Court Hussar.
I will be adding Laviana in the place of Treasure Mage, atleast for now. Her ability is quite amazing as it is each non-land permanent. She disrupts so many powerful cards in the format. Sol Ring, Sensei's Top, Sword of X and Y, Survival, and the list goes on. No sac outlets, no token armies, or weenie value creatures. I'm very excited to try her out.

This thing is getting more talk for standard play then it is in EDH, but I think it has some potential. It flickers itself for cheap which means it can be paired with things that trigger of creatures entering the battlefield. Think Cloudstone Curio. Being a big unblockable sword holder isn't too bad either.

This might be a cool u/w pauper general. I wouldn't play it otherwise though.
Azorius Cluestone
A good budget mana rock. I would run other options over it though.
Council of the Absolute
The council has some potential. You can reset the card you're naming with flicker. It can also be used to reduce instants and sorcery when recurring Archaeomancer. There are a few ways to get the 2 mana reduction more then once. I don't know if its worth it, but it could be fun.
Deputy of Acquittals is a cool way to save a creature from removal. It can be flickered for more bouncing. Not a bad card.

There are just so many better options available to us.
Protect//Serve
Probably the most disappointing split card of the cycle. Combat tricks don't really make the cut in EDH.
Render Silent
This card is pretty sweet. I'm not a fan of running too many counters, but this one is amazing late game. It's fairly cheap enough to be used defensively early and the extra Silence ability is just gravy. Late game its like the new Time Stop. It isn't quite that powerful, but it is 3 mana cheaper.
Renounce the Guilds
Meh, might be a good removal spell for generals. Only time will tell on this one. I can see it being very powerful if there are a lot of multicolor generals but very few multicolor permanents.
Restore the Peace
Not a terrible card, but it seems bad to take all the damage THEN bounce them. There are better options. Much better options.
I am currently playing Laviana of the Tenth as my commander. She is everything as advertised. One of the most fun things to do with her detain is to destroy those Sensei's divining top with removals. Very effective as a commander or part of the 99.
I was finally able to pick one up last night. I've only heard good things about her so I'm really excited to get some games in. Have you tried any other Dragon's Maze cards?

I've been playing with Render Silent (A nice counter spell with a better late game combo killer) and Renounce the Guild (Good general killer and could be a 3 for 1 at instant speed)
