I'm trying to build a Spirit tribal Commander deck around Iname as One. The version of the deck i am posting is VERY rough (as in, a lost of the cards are horrible), mostly because I'm planning to go out and buy some cards to fit it soon. I don't want to spend TOO much money, though, so be reasonable in recommendations. Please also note that I try to avoid nonbasic lands as a general rule.
Hmm... Don't get me wrong, but Iname as One is awful. You'll have a very hard time building around him, as he not only costs ten million mana but also had to be somehow bounced back to your hand so you can use his ability. The best commander for Spirit tribal may be Karador, Ghost Chieftain. Use Iname, Death Aspect to fill your graveyard (getting around 5 random spirits + utility stuff like Bloodghast and Nether Traitor + all the Eidolons available) or use some of the better channel abilities (namely Arashi, the Sky Asunder and cast him for cheap. Then start casting goodstuff spirits (Yosei, Karmic Gude, Souls of the Faultless, Kodama of the (...) Tree, Divinity of Pride, Deity of Scars, Oversoul of Dusk, Seedborn Muse, Windborn Muse) from you graveyard. In case something goes wrong with Karador, keep Iname, Life Aspect around to backup all your creatures. Celestial Kirin and Infernal Kirin, with him and the right creature pool in your graveyard, could completely dominate the board and your opponents' hands. Angel of Flight Alabaster reaps spirits from you graveyard.
You could even build an aura sub-theme in there with Tallowisp, Evershrike, Will-o'-the-Wisp (good enchantment receptacle)...
That's all copypasted from a post I did somewhere else, BTW. TL, DR Karador might be a better idea for a tribal general.
In case I can't get my hands on Karador, who should I use as my general? I have two copies of Teneb, the Harvester lying around...
That really depends on you. Teneb is generally a fine general, and could work well with spirit tribal because they both seem to use the graveyard a lot. The Mimeoplasm could be fun, too, because he become a copy of your spirits to reap the tribal benefits.

If you like spirits, Iname, Death Aspect was one of my favorite mono color generals. He basically dumps your creatures, then you use any number of Rise from the Grave type spells you can. Recursion works amazingly with him. And stuff like Grimoir of the Dead are pretty boss too. It's really easy just to play him, dump half your creatures, then play a Living Death. Or if you can survive a turn, win with Mortal Combat.

Oyobi is good. If you keep putting these big expensive fatties in here, you might want to use quicksilver amulet and elvish piper.
Other cheap cards to consider- gaea's blessing, regrowth ($2-3), demonic tutor ($8ish?). You might the other 2 parts to the infinite loop since you already have hana kami- soulless revival and ethereal haze. sac kami, get spell back, haze with soulless revival spliced. Get back kami, sac it to get back haze. for 1GGWB per turn you cannot be killed by combat damage.

While I agree Iname as One is pretty weak, do not discount Iname, Life Aspect. I run an Imane Life commander deck and it is surprisingly good at generating card advantage and wining while being within spirit tribal.

Pauper: UR some horrible homebrew izzet deck
