While morally I agree with Rhapsody, the above is the right train of thought. Just because a card can't be abused in a particular deck doesn't mean it has special privileges. It's only fair to allow cards that anyone could have access to if they wanted. This is why there's a universal ban list.
That said, if a small local play group wanted to allow it (or ban something else) I don't see why not. Although I would be personally opposed to them allowing one cards for one person and banning it for someone else but, that's just my feeling on the matter.

I am in Kaylee's playgroup and we have as a group, decided to try Kokusho to see how it pans out. Honestly I'm to the point where we'd ban Primeval Titan before Kokusho, the Evening Star the way out decks are right now. The problem card in his list is Death Cloud. I hate that card. It's one thing to destroy all lands and yet another to leave them with no hand size...... But that's another story altogether. The card I give Kaylee grief about is his Memory Jar. It's not the original foil.

Here's the skinny.
With Recurring Nightmare for 2B you could sac and recur Kokusho, draining the table for 5, and putting Kokusho in play and Nightmare in your hand. Because you'd always end the chain with Kokusho in play, and Nightmare in hand. Especially if you had any number of sac lands. The combo was very hard to disrupt, right?
The closest I have ever come to duplicating what Kokusho could do, was by using Nim Deathmantle
Since you need 8 cycles to kill everyone, assuming no one gained any life. Recurring Nightmare could end the game for 16BBBBBBBB or 24 CMC. Nim Deathmantle has to stay in play, and you need a sacrifice outlet to get it to work. 3 cards compared to just 2 needed in the Nightmare combo. Not only that but you need 32 just to end the game. And Nim Deathmantle has to stay on the board the entire time. Or you'd have to do it all in one turn. But if you can dump 32 in a single turn, then Exsanguinate is just better and harder to disrupt. Since one is vulnerable to graveyard hate and any artifact kill. The other is only vulnerable to counterspells. And the hand is one of the safest zones to keep your kill cards.
Kokusho isn't even that good anymore. I loved Kokusho because I had fond memories of using him in my casual decks when I started around Mirrodin/Kamigawa. Compared to Primeval Titan, Consecrated Sphinx, even Grave Titan, he just isn't that good.

In the past, I separated the foils from the non-foils, but since there are so few non-foils left, I have them organized by card type. I also decided to make a foil proxy (window decal method) for Ashes to Ashes, since I found an awesome art by Kekai Kotaki that seemed to fit the card so well...
In the meantime, I've been working on Kaalia of the Vast, but it's nowhere close to deserving a post of its own yet. A lot of the cards are poop rares, so I'm hopeful I'll be able to get a bunch of them here and there within the next few months.

My Rafiq EDH. All the cards that can be foiled are foils (I have 1 Foil 1 non Foil general in case of tuck effects). My scanner cannot scan foils well.

OMFG! I thought this was pimp, all the foreign foils, the signatures... Then i scrolled down to the Guru lands. ROFLCOPTER! the guru island is $150+... EACH! jesus.
A damn long while... When I de-ink foils, I don't use pure acetone, I use nail polish remover, which is a lot less harsh. That said, it still gets the job done, but it can take a little longer. With the oversized cards, I find that if you give it a little bit of a scratching motion with your nail behind the cloth (lightly, otherwise you'll scratch the foil), the ink comes off nicely. It definitely ends up hurting your fingers a bit though, so I wound up doing a few minutes of work a night for a couple nights.
Something else I noticed about the oversized cards are the width to height ratio is just a little different than a normal card, so before you print out the proxy, you'll need to do a little bit of resizing in Photoshop (or other image program). A typical proxy comes out to 791x1107 pixels, while an oversized proxy comes out to 775x1107 pixels. After that, I resize it in inches when I print it, so just use the measurement of the oversized card itself (don't have one in front of me now) - and maybe give it a little extra. My Drana proxy came out a little short, so I ran a Sharpie along the edges to give it a border effect, but a Glissa I did for a friend came out much better with a little extra room - we're talking hundredths of an inch. If you're using Photoshop and the template has a border on it, you can disable all layers but the border and print just the border out on paper to conserve ink and get it perfect (use the oversized card to measure once it's printed), then go back and print the proxy itself - you want the entire card to fit just inside the border.

To start, an actually complete, 100/100 deck. Linvala mono-white control. I've had this deck around for about three years I think. Used to have Akroma as the general, and has been updated as whatever new sets come out, but the basic idea of have angels + equipment + be difficult to kill has stayed the same.
This is Riku, the creature version! This is possibly my most volatile deck. One instant to search up any one of the 5 sorceries and a very carefully selected set of many amazing creatures. It is not complete, but considering what's lacking I don't think I'll be making any progress on it for a while. By my consideration it is 84/92, discounting the 8 alter-only upgrades.
I keep wanting to post my black bordered Skithiryx deck but I keep buying foils for it.
I'm at 46% foil, 7% of that is in the mail (3% is in my mail box waiting for me to leave).
2% are waiting to be purchased.
Also 0% basic lands are foiled soooo, I could easily reach 70% by the end of the month (10% can never be foiled so it'll leave $300-600 in foils between 20 cards). But I like the art in it now and I don't feel like paying $110 for 22 basic lands (much less other foils) or paying $20 for some lands I don't like.
Hazezon Tamar. Possibly my most Sheldon-esque deck (everything's fair if it's green! ). Pretty good at wiping out everyone in a single turn. I've had this deck around for a while and it's probably my next candidate for getting all the un-pimpable stuff altered after Kaervek. Currently 89/93 +2/7 altered (though I'll probably leave the Sylvan Library alone).

Multani, mono-green beats. This guy ended up being a lot harsher than I thought he would be (often killing a player around turn 4), so I don't bring him out very often. Also not in the greatest shape but I'll probably not be getting any of the upgrades for a while. 85/96 and 0/4.

Geth MBC. Not a friendly deck (the Necromancy is a stand-in for a Contamination getting altered). While quite capable of winning the game through normal use of Geth's ability, that often just uses up everyone's resources so they don't have an answer to KCI/Sculpting/Spine or Exsanguinate. 85/89.
@therestless Where did those swamps come from? I looked on Gatherer, and it didn't show Kev Walker as having done the art on Swamps.
You've uncovered my Euro land problem! I have one EDH deck for each mono-color using Euro lands as the basics. That particular swamp is here: http://magiccards.info/euro/en/10.html
The others can be found by clicking the European Land Program header. #6-10 are the red pack, and are all awesome. #1-5 are the green pack, of which the Forest and Island are great, and the Mountain is alright. #11-15 are the purple pack, which is pretty much useless though the Swamp is fine. They're all artwork of actual locations, with amazing detail, and I like that there's no set symbol.

I'm at 46% foil, 7% of that is in the mail (3% is in my mail box waiting for me to leave).
2% are waiting to be purchased.
Also 0% basic lands are foiled soooo, I could easily reach 70% by the end of the month (10% can never be foiled so it'll leave $300-600 in foils between 20 cards). But I like the art in it now and I don't feel like paying $110 for 22 basic lands (much less other foils) or paying $20 for some lands I don't like.
Expect some cool stuff soon.
Hazezon Tamar. Possibly my most Sheldon-esque deck (everything's fair if it's green! ). Pretty good at wiping out everyone in a single turn. I've had this deck around for a while and it's probably my next candidate for getting all the un-pimpable stuff altered after Kaervek. Currently 89/93 +2/7 altered (though I'll probably leave the Sylvan Library alone).
Multani, mono-green beats. This guy ended up being a lot harsher than I thought he would be (often killing a player around turn 4), so I don't bring him out very often. Also not in the greatest shape but I'll probably not be getting any of the upgrades for a while. 85/96 and 0/4.
Geth MBC. Not a friendly deck (the Necromancy is a stand-in for a Contamination getting altered). While quite capable of winning the game through normal use of Geth's ability, that often just uses up everyone's resources so they don't have an answer to KCI/Sculpting/Spine or Exsanguinate. 85/89.

You've uncovered my Euro land problem! I have one EDH deck for each mono-color using Euro lands as the basics. That particular swamp is here: http://magiccards.info/euro/en/10.html
The others can be found by clicking the European Land Program header. #6-10 are the red pack, and are all awesome. #1-5 are the green pack, of which the Forest and Island are great, and the Mountain is alright. #11-15 are the purple pack, which is pretty much useless though the Swamp is fine. They're all artwork of actual locations, with amazing detail, and I like that there's no set symbol.
