This is my favorite deck to play, is like a fun deck, but I'd like to improve the idea, which is, in certain moment, I will be able to spin everything in the opponent's board, and lock him/her forever if I wanted to.
sounds like you want to make some sort of stall deck, and the best i can remember from years and years ago was things like Fallow Earth, Plow Under. Now they also have Uproot which is all i could find that only put a land back ontop. which stalls them and gives you time to set up your kill which can be what ever you want at that point.

If wizards would print a green, black and white version of Hydroblast and Blue Elemental Blast Painter could be done in every color.

Yes, I was thinking in Fallow Earth, which seems like a good side deck card against non-permament decks, since they put down lands anyway. I guess I will add that one and Plow Under, since Uproot seems like an expensive card for just one land thanks.
Seeing as plow under was mentioned I will throw mono green control out there. More specifically trinity green. With an elf mana base you overwhelm an opponent with tangle wire and plow under. It's an old archetype, but I like it and seems to be what is being discussed.

Would my deck be worthy all those expensive cards? or would it just be a non-competitive-in-legacy-tournaments-deck, even with all of that?
Well, this forum is for developing decks to be Competetive in Legacy. So if you don't think the deck would be good even with those cards you should go elsewhere. Casual decks with a legacy ban list belong in Casual, not Legacy.

Is not like I don't think so, but I haven't played competitively in Legacy before, so I don't know if the idea would work nicely or it is a slow deck for the environment. I prefer feedbacks about the mechanic first, then when I consider the deck has a good dynamic enough for competitions, I'll add the heavy duty, which is 4 Tropical Island and 4 Misty Rainforest. Meanwhile, I don't know what to remove to put the Brainstorm set.
Where's Boomerang ? Rishadan Port to lock t1 and t2 plays ?
Pretty sure you should play remand and ponder as well. Isochron Scepter + Boomerang is like one of the most basic ways of promoting stalls as you can keep the opponent land count checked (unlike scepter in remand or memory lapse). Eternal Witness is worth a shot. With aether vial you can do a permanent lock with only 5 manas:
- Play Temporal Spring (-1UG).
- Tap Vial, drop Witness, return Spring to your hand.
- In a opportune time, use scepter to boomerang your witness to your hand (-2).
- Rise and Repeat next turn. You can keep your opponent drawing the same card all turns. If he doesn't have a answer when you start the engine, you win.
Not the most competitive legacy deck ever but you can still drive people nuts if they are not ready.
It has no real T1 play, which is a problem. Land destruction decks start T1 or T2 depending on whether or not they run wasteland and/or acceleration.
You start T3, but you don't destroy it. It's not terrible, but I have to imagine giving up two turns to your opponents with a 1/1 on the field is hardly the best line of play in the format.
Delver decks would eat it alive due to only needing one land and having loads of counterspells. Solving the problem of using a 3+ mana deck to keep 1-to-2 mana decks off mana seems difficult for a deck without reliable T1 acceleration.
IMO, I'd start finding ways to achieve an earlier lockdown. Boomerang and Eye of Nowhere can give you 8 mana denials at 2 mana while protecting yourself. Then move to spinning spells after that if you wish. Using Daze + Force Spike in such a deck could prove easy to pilot.
Smash face with Delver of Secrets, Brainstorm + Vanishment + Temporal Mastery.
Add in Cloud of Faeries and Spellstutter Sprite and you should have a $20-$50 MonoU deck that does pretty good. Spellstutter works best against 1-2 mana spells, which you're ensuring they're stuck at. There are 3-mana bounces as well.
If you then add in a couple pieces of cheapo equipment (say 2x Grafted Wargear) you can ride on 4/3 or 6/4 (delver + gear) for the win.
Add Stifles as your next "money" card and you'll be quickly destroying land bases on top of your bouncing. You'll still have some issues with RUG decks, but in that matchup you'll want to just Chalice@1 and call it a day.
I realize it doesn't resemble what you have, but it's the same kind of an idea with the curve lowered, a more protected manabase, and more aggressive. You'll see games end very fast if that wargear hits. Drop whatever it is you don't like in the deck (or have less of it) for some isochron sceptors for easy-mode lockdown.
Obviously, I'm intending to not play an already-established deck, but trying to make something fresh, using the spinning thematic.
From what you guys have suggested, I guess this mix would come pretty well now, with more early-control cards and stalling until my board is good enough like to spin them all day long. This would be the new version:

From what you guys have suggested, I guess this mix would come pretty well now, with more early-control cards and stalling until my board is good enough like to spin them all day long. I guess monoblue would work better, less fragile manabases, and witness usually returns me instants and sorceries so, Archaeomancer can work instead of witness. This would be the new version:
15 Island
3 Halimar Depths
2 Wasteland
2 Rishadan Port
Creatures(15)
4 Nevermaker
4 Faerie Impostor
4 Spellstutter Sprite
3 Archaeomancer
2 Equilibrium
Artifacts (5)
3 Isochron Scepter
2 Aether Vial
Spells(16)
4 Temporal Eddy
4 Memory Lapse
4 Boomerang
4 Metamorphose
4 Daze
2 Tormod's Crypt
3 Dragon Claw
2 Cyclonic Rift
2 Mindbreak Trap
2 Chalice of the Void
Usual combos:
Faerie Impostor/Equilibrium + Nevermaker = Another extra card/land or spinning another permanent.
Isochron Scepter + Metamorphose/Memory lapse/Boomerang= Is obvious the reason.
I'm not sure this is the type of sideboard I want, but I guess it works well against popular decks out there.
