i would say that gw would be better because it generates more card advantage. I personally would put in tilling treefolk because once you get it going it is cheaper than life from the loam because you just target it with slide triggers, and it is a decent blocker.
Green also gives you Eternal Witness, one of the best ETB abilities available to abuse with slide. Life from the Loam is absolutely huge; I would take it over Tilling Treefolk any day (not a big fan of that card, to be honest). Loam is better because it dredges more cards into your graveyard, giving you more targets for its own effect, and also because it can be used as a card drawing engine independent of Slide (using cycling lands). You can add color-fixing in the form of Edge of Autumn or Sakura-Tribe Elder to shore up a budget manabase too.
The biggest issue with GRW is that supporting a stable 3 color manabase is not easy on a budget. I run 4 fetches and a couple ravnica duals in my slide list and still refrain from splashing a third color. You can't really play many more taplands in Slide because the cycling lands (which you will want to have at least 8 of) already ETB tapped.

3-4x Exalted Angel (You can abuse morph with Slide, not overly expensive but not budget friendly)
1-2x Meta Options (ex. Aura Shards, Quasali Pridemage, Angelsong, Ethersworn Canonist, etc.).
I'd personally use something like that for a budget shell. Day of Judgement was placed in over Wrath of God because you can get Day of Judgement for $2.50 each which is reasonable and they really do make the deck run smoothly (ie. offering you creature control). Life from the Loam and Eternal Witness are shoe-ins since they really make the G/W shell tick - they're more or less neccesary.
I'd also strongly advise against adding R. For one thing, it doesn't do a whole lot for you aside from offering you a winmore (ie. Lightning Rift) and, ironically, especially on a budget, it'll destroy your mana base and complicate the deck way to much and create a win-less scenerio.

I don't know about Silence, yes it creates a near hard lock (they can still use manlands, permanents already in play and instants) once you have it and Slide and Witness in play, and enough cyclers in hand...but in my experience, Slide doesn't lose that many games once you have all that setup anyway. Its Getting to that setup that's the hard part. And in any case, once you have Loam/Slide/Witness going you draw a lot of cards, so 1-2 Silence would probably be enough.
If you're having difficulty surviving the early turns you may want to try the deck without the 2cost cycling lands and Fluctuator, since again that package really only helps you out once you have everything set up. You can play lifegain dudes or even something like Wall of Blossoms / Wall of Omens to help survive and then abuse with Slide. The only problem with the walls is that they do nothing when you want to turn the tables and start killing your opponent off.

To be honest I'm not 100% sure on Silence either despite mentionined it. I've gotten used to running Orim's Chant and for WW you can (essentially) timewalk which tends to make it signifigantly more useful early game and, late game, obviously creates a near hard lock.
If Silence doesn't seem to help at all early game it's probably best to just drop it, figured I'd throw it out there for consideration.

I've found that it's possible to win without having a Slide as odd as that seems. Between Wrath effects, card advantage, exalted angels and other shenanigans it's possible to just stall out and kill threats until you can stabalize. If you want "more" creatures and don't mind spending a little more than Exalted Angel, Eternal Witness, Eternal Dragon maindeck are great. From there you could either maindeck things like Wall of Omens, Loxodon Hierarch and Tarmogoyf or, and this is great for casual, use Living Wish to create a wishbox.
Also, Decree of Justice is great as it serves a dual purpose (cycles and, either to block or swarm for the win, it creates creatures). Also a great option for getting creatures into play against mono-U control decks (ex. Cycle it and create lots of 1/1's).
Of course, if you really want Slide out you could easily slot in some Enlightened Tutors.

Extra cycling with a similar if not better effect.
Although it could potentially get rid of your Astral Slide
I'd recommend against this actually. 6 mana for a sweeper is really steep in a deck that requires a time to stabalize in the first place. The cycling is great, but with all of the other cycling lands and such that you could run it's not neccesary in my opinion.

Other cards worth considering in GW are Qasali Pridemage and some lifegain dude (Kitchen Finks, Obstinate Baloth, and Lone Missionary being the best options).

Without a budget Silence becomes Orim's Chant, Pale Recluse becomes Eternal Dragon and 4x Savannah get popped in.
