Not broken, lol. It is extremely slow. You'd need some really good ramp to make it a decent play, and the deck would have to be focused around a single spell. So easy to beat, a counter spell of any kind kills you.
I find it a lot more useful in Extended in my Tron deck. Fetch any land, fetch goyf, or fetch something else. In other decks, I use it to fetch utility card like Chalice of the Void, Pithing Needle, or Tormod's Crypt.
It's a neat card, but doesn't feel too broken unless you fetch a walker or something, but you'll need a lot of mana.
Chord of calling used to see a ton of play in ravinica, but it was an instant and didn't require three different colors. I think that it doesn't see as much play because of the above reasons. It doesn't help that there isn't any kind of shennanigans you can by grabbing stuff in this format like saffi eriksdotter+crypt champion or vesuvan shapshifter+brine elemental. In order for it to be useful with creatures activated abilities that require tapping, they are out and vulnerable for a whole turn.

I'm sorry but when wargate is broken then BBE has destroyed the format to the point that magic itself has died. The card isnt' terrible by all means but its not exactly a "broken" card. Color and mana intesity on top fo that makes the card unplayable especially when most of the interesting stuff cost less and are easier to cast.

It's not an instant. That makes all the difference in the world. It plays so well with Bant Charm, Path, and Counters. It has the same basic problem that card draw has. Sorcery speed is not good enough because it destroys your flexibility on the crucial turns. And I don't think it would broken if it were an instant either.
by no means is that card near broken. The requirement of bant colors in the CMC makes it a bit slow and bulky. Although somehow cascading into it to find a manland is kind of cute :).
3 mana of different colors to fetch a land? I'd rather Rampant Growth.
4 mana to fetch a Birds? Why would I use my 4 drop to ramp?
5 mana to fetch a two drop? No thanks, I'll play Baneslayer, Thornling or Finest Hour instead.
6 mana to fetch a three drop? No thanks, I'll play my Sphinx of Dwar Isle.
It's just never worth it. You'd always rather have another 5-6 drop in your deck. Versatile, yes, but so overpriced as to make it worthless in such a fast standard.
As a connoisseur of fun, interesting matches, I still to this day have not been able to craft that "perfect deck"; the deck that I can play and have fun over time, doesn't get boring, but simultaneously is fun to play against. I honestly don't think it exists. It's like a unicorn. A ninja unicorn.
It is interesting, because at 6 you can go grab an Oblivion Ring, or at 7 you can go get a Jace, both of which seem alright.
I play Wargate in my goofy 30-land deck (link in sig.), but honestly there just isn't any strongly competitive deck in the format that will benefit from it.
Just because its good in EDH doesn't mean it's great in constructed....
Paying 5 mana to get a Lotus Cobra or 8 mana for Rafiq ect is just too risky considering all the removal present in standard.
I've had some success in testing with this card, it effectively allows you to run a one of for cards like pithing needle / O-ring (with more in the SB obviously) and a 4x set of wargate. Tutor an answer, ramp into a land or whatever you need.
I've been having great success using it to tutor up halimar depths for a land ramp / ponder, or to fetch a CIPT tri-land, combo-ing nicely with amulet of vigor.
I've actually played over 200 games with my current deck that is abusing this card in conjunction with others and I think it plays very very nicely, doesn't have any bleeding weaknesses, and is FUN to play. *shrug*
Just throwing it out there for any input I might not have thought of regarding the card, but whatever, I'm sure if a deck top 8s somewhere using it, every single one of you will be OMG WARGATE IS SO GOOD JIZZ... but we already knew that.

It's playable in Bant Allies. Wargate for a key ally or an Oblivion Ring. And with the mana Harabaz Druid creates, searching for bigger allies (Sea Gate Loremaster, Turntimber Ranger) won't be a problem.
xGWUisn't an effecient mana cost for what you're trying to do with it. AND searching anything else is almost useless as it would be so late in the game you'd rather draw an actual threat than search a man producing 0/1 heirarch.
Not to mention it's not a good cascade target either because of the x in the mana cost.
AND it gets worse because it's a sorcery, not an instant. which is very important in this format.
AND it doesn't generate CA. so there really isn't a whole lot of use for it.
