Zedruu's Blessing RWU
Legendary Enchantment {R}
When Zedruu's Blessing enters the battlefield, an opponent gains control of it.

Enchant nonland permanent
Whenever a player attacks with three or more creatures, that player gains control of enchanted permanent.
Chars and ShrikesRWU
Enchantment (R) 1R: Chars and Shrikes deals 1 damage to target creature. That creature's controller puts a 1/1 blue and white Bird creature token with flying onto the battlefield. 1R: Chars and Shrikes deals 1 damage to target player. That player puts a 1/1 blue and white Bird creature token with flying onto the battlefield.

A designer knows he has achieved perfection not when there is nothing left to add, but when there is nothing left to take away.
IIW: Bad puns are go.
I think you can change the body to:
1R: ~ deals 1 damage to target creature or player. That player or creature's controller puts a 1/1 blue and white Bird creature token with flying onto the battlefield.
Eradicator's UltimatumRRRWWUU
Sorcery [M]
Choose up to five permanents target player controls. That player chooses up to three of those permanents. Return the chosen permanents to their owner's hands and exile the rest.
1R: ~ deals 1 damage to target creature or player. That player or creature's controller puts a 1/1 blue and white Bird creature token with flying onto the battlefield.
It should be "that creature's controller or that player" (ref: acorn catapult)
Megs 1 - but you knew this
pstmdrn - This basically just feels like the two effects are stapled onto a 2/2 body, which is fine, but unexciting.
Megs 2 - I like the multikicker. I also like that only one of them puts counters on it, which aids with memory issues.
ManyCookies - I don't like that one of the modes is exactly Lightning Helix, but otherwise it's fine for a charm. I do like that one of each of the three modes is one of the color combos, though.
Megs 3 - GET OUT IZZET SCUM! It's fine for an Izzet card, though.
coletrain - This doesn't quite match what I expect for a Raka card. The parts that feel like each color feel strangely disjointed to me. Also, no rarity, which is important.
Ink-Treader - I like the cost reduction, but I don't like how it turns your opponents' disenchant effects into creature removal.
AmShegar v1 - This isn't white, but it's been covered already. While white has access tlash, the fact that the card is already blue means that the white is unnecessary.
admiral - This is fine, I suppose. The templating's a little weird (saying 'instant or sorcery spell' but then 'activated ability' and 'triggered ability' separately), but is otherwise fine. Flying Minotaurs are fine b/c Raka Disciple.
AmShegar v2 - This version feels more white. I like the flavor, too.
AsianInvasion - I liked this more when it forced draw, but I've been riding a Nekusar high for the past couple months. That said, I do kinda like that it's a damned if you do, damned if you don't kind of situation. It's also strange that it's legendary, because you give it to opponents. That said, that's somewhat novel in that it plays in the legendary space in a different way than usual.
Winterspring - Seems decent. I'm not sure if it's too strong, but it seems like it might be without some sort of other cost.
Emocakes - I like the combination of effects, but it's nothing new.
SelesnyaNewLife - I'm not sure how I feel about this effect. The "exactly one" thing means your opponent has the choice, which is not the most exciting.
SnowCreaturePengu - This seems somewhat unexciting. It's pretty expensive for a control spell due to the color restrictions, and it's going to switch around. If it granted the permanent haste and untapped it, it might be more compelling.
Sir Karn - It should probably be "you may deal 1 damage to target creature or player and gain 1 life" so they're bundled for ease of resolution, but otherwise fine. Captures the Raka overlap.
UGH WHY ARE THERE SO MANY ENTRIES
avatarz - Works. I'd say it's expensive for a removal spell, but Fated Retribution.
Sir Aureus - This should probably be 1 ability, unless you're really concerned about redirection. Otherwise it seems fine. It feels at first like there should be a restriction, but I guess it makes tokens.
adrimalbe - This feels overcosted. It's a strong effect, but costs 7 mana of specific colors.
LnGrrrR - This is appropriate, but that mana cost is not.
CRAP MORE ENTRIES
Mama G - This feels like it could be (W/U)(W/R), but is otherwise maybe fine? Wording aside, it's basically Divine Deflection but slightly different.
TMCT - THIS SHOULD BE WINNING
HMs: Sir Karn, Winterspring, admirableadmiral #1, AsianInvasion
Winner: TMCT
Force DiffusionXRWU
Instant (R)
Distribute -X/-0 among any number of target creatures until end of turn. Dazzling Refraction deals X damage divided as you choose among any number of target creatures and/or players.
This is probably a jankily worded worse version of something else.
ManyCookies - I don't like that one of the modes is exactly Lightning Helix...
I tried, god damn it I tried. I sat there for like 20 minutes thinking of a passable RW spell effect that wasn't Lightning Helix. I had like fifty red/blue effects I could have used, fifty white/blue effects, Lightning Helix for RW. I'm convinced the problem is unsolvable.
AmShegar v2 - This version feels more white. I like the flavor, too.
That was actually my edit, and I was being "sarcastic" (well, as sarcastic as you can be with card design). Redundant overlap on multicolored cards is not unheard of; are Watchwolf, Call of the Conclave and Fleecemane Lion not white cards?
Eclipsing Mind :symub::symub::symub:
Sorcery (R)
For each blue mana spent to cast Eclipsing Mind, draw a card. For each black mana spent to cast Eclipsing Mind, each opponent discards a card. "Now they finally see I am Oona's superior in every way."
-Maralen, the Dusksinger
Well a return needs a villain, seeing as Lorwyn/Shadowmoor's story was supposed to be resolved, who better than Oona's avatar gone rogue?
IIW: Nonred, nonblue instant/sorcery block theme or sesquipedalian loquaciousness aka cards with fancy names.
So it's Return to Shadowmoor? Alright then - Bartric of Ballynock(W/U)(W/U)(W/U)
Legendary Creature — Kithkin Wizard (R)
Vigilance
Whenever a player casts a spell, that player can’t cast another spell that shares a type with it until the beginning of his or her next turn. (Artifact, creature, enchantment, instant, planeswalker, sorcery, and tribal are spell types.)
2/4
Hit2G
Instant (U)
Target creature you control fights another target creature.
\\\\\\\Fuse\\\\\\ RunW
Instant (U)
Exile target creature you control, then return it to the battlefield under your control.
More of a mechanical call back, split cards echo the spirit of all the "Usable in either color, but better if you have both" hybrid cards.
Lifebleed Elemental3BB
Creature — Elemental Shaman [C] Chroma — When Lifebleed Elemental enters the battlefield, target opponent loses X life and you gain X life, where X is the number of black mana symbols in the mana costs of permanents you control.
2/4
Brewer of Sorrow1(W/B)(W/B)

It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
