Strip Mine is banned in Legacy and restricted in Vintage. Wasteland is fully legal in both formats. Add in the difference in supply, and there's your price gap.

Wasteland is much more fair in that it punishes greedy manabases and powerful lands, but can't fully manascrew someone unless they completely forego basics. In Legacy, there's a real and ever present balance between fetching duals and basics, for instance, which means that you can still operate against Wasteland. Even recursive Wasteland (Life from the Loam for instance).
Strip Mine can and will completely lock someone out of the game in very short order without offering the same strategic dynamics Wasteland does.

they basically have the same ability only thing i can notice is that wasteland hasnt been printed as much as strip mine
